Career
He served in the Security Service of Ukraine (SBU) in the field of special and counter-terrorist operations.
On April 14, 2023, by decree of President Volodymyr Zelenskyy , Khmara was appointed head of the Center for Special Operations to Combat Terrorism, Protection of Participants in Criminal Proceedings and Law Enforcement Officers of the Security Service of Ukraine.
On Independence Day, August 24, 2023, he was awarded the military rank of brigadier general. A year later, he received the rank of major general.
On August 25, 2025, he was appointed head of the Special Operations Center “A” of the SBU, and on January 5, 2026, he took the post of interim head of the body, replacing Vasyl Maliuk in this position.
Participation in combat and special operations
At the beginning of the full-scale war, Khmara took part in the liberation of the territories of the Kyiv region, after which he performed combat missions in the Donetsk region.
In 2023, he led a special operation to liberate Zmiinyi Island.
Awards and honors
