Volodymyr Borysovych Groysman – Prime Minister of Ukraine (2016-2019), Chairman of the Verkhovna Rada of the VIII convocation (2014-2016), Deputy Prime Minister of Ukraine – Minister of Regional Development, Construction, Housing and Communal Services (2014), Mayor of Vinnytsia (2006-2014), Vice-President of the Association of Ukrainian Cities for Housing and Communal Services (2010-2014).
Place of Birth, Education
He was born on January 20, 1978 in Vinnytsia. In 1983, his family moved to Vyshenka.
In 2003, Groysman graduated from the Interregional Academy of Personnel Management with a degree in Jurisprudence.
In 2010, he completed his studies at the National Academy of Public Administration under the President of Ukraine and received a master’s degree in Social Development Management.
Career
In August 1994, Groysman became the commercial director of the private small enterprise OKA, and since November of the same year he has been working as the commercial director of the Yunost enterprise.
In 2002, he was elected a deputy of the Vinnytsia City Council in constituency No. 29. He was also deputy chairman of the standing commission on human rights, legality, parliamentary activities and ethics.
In November 2005, Groysman took the post of secretary of the Vinnytsia City Council, and from November 25 – acting mayor of Vinnytsia. Already on March 26, 2006, he was elected mayor of the city.
In 2010, he again ran for mayor from the “Conscience of Ukraine” party and won, receiving 77.81% of the vote.
From February 27 to November 27, 2014, Groysman served as Deputy Prime Minister for Regional Policy and Minister of Regional Development, Construction, Housing and Communal Services.
In July, he headed the government commission to investigate the crash of the Boeing 777 of Malaysia Airlines in the Donetsk region.
On November 27, he was elected chairman of the Verkhovna Rada of the VIII convocation.
On March 25, 2016, the congress of the Petro Poroshenko Bloc supported Groysman’s candidacy for the post of Prime Minister.
On April 14, the Rada appointed him Prime Minister of Ukraine after the resignation of Arseniy Yatsenyuk.
On May 30, 2019, the parliament did not support Groysman’s resignation. However, on August 29, his government resigned and worked until the formation of a new Cabinet of Ministers.
In the parliamentary elections of the same year, Groysman topped the list of the Ukrainian Strategy of Groysman party, but it did not overcome the 5% barrier.
Marital Status
Groysman is married. The couple has three children:
- two daughters Kristina and Irina;
- son of David.
