Hanna Vasylivna Malyar—Deputy Minister of Defense of Ukraine (2021–2023), attorney, criminologist, and candidate of legal sciences.

She was born on July 28, 1978, in Kyiv.
In 2000, she graduated from the International Institute of Linguistics and Law.
In 2007, she received her license to practice law, and in 2010, she earned her Ph.D. in law.
In that same issue, Malyar completed training as a “negotiator in armed conflicts” and received a certificate from the Clingendael Institute of International Relations in the Netherlands.
Career
From 2000 to 2010, she worked at Kyiv International University, where she rose through the ranks from lecturer to deputy director of the Law Institute and associate professor.
Since 2010, she has worked at the State Research Institute of Customs Affairs, where she served as deputy head of the Department of Legal Issues in Customs Affairs. She also attained the rank of 3rd-rank Customs Service Advisor.
From 2013 to 2020, she taught at the National School of Judges of Ukraine. She focused on topics related to the criminal law assessment of aggressive war and other crimes in combat zones.
Since 2018, Malyar has been training security and defense units in the field of strategic communications. Her area of expertise is “Information operations as an element of crimes that threaten national security and peace. Identifying and neutralizing information technologies of influence that threaten national security.”
Since 2020, she has served as a freelance consultant to the Verkhovna Rada Committee on National Security, Defense, and Intelligence. During that same period, she ran for a seat on the Kyiv City Council as a candidate for the “Servant of the People” party, but was unsuccessful.
In addition, from 2019 to 2021, Malyar headed the nonprofit organization “Center for Legal and Criminological Research.”
On August 4, 2021, the government appointed her as deputy head of the Ministry of Defense of Ukraine.
Even before the full-scale invasion, she frequently appeared as an expert on various television channels. These included “Inter,” “1+1,” “Ukraine,” “Pryamyy,” “STB,” “Channel 5,” “Novy Kanal,” “NTN,” “Chornomora,” “Espreso,” and others.
On September 18, 2023, the Cabinet of Ministers dismissed her from her position as Deputy Minister of Defense.
