Volodymyr Demchyshyn – Head of the Ministry of Energy and Coal Industry of Ukraine (2014 – 2016), member of the Supervisory Board of NJSC Naftogaz (2016 – 2019).
Place of Birth, Education
He was born on November 12, 1974 in Lviv.
In 1998, he completed his studies at Ivan Franko State University of Lviv, having received the qualification of a specialist in international economic relations and a translator.
In 2001, he received a specialist degree from the University of Viadrina in Frankfurt am Oder.
In 2003, he received an MBA degree in international finance from the University of Kansas School of Business in the United States of America (USA).
Career
He began his career in 2005, working as a chief economist for financial work in the limited liability company (LLC) “Ernst & Young”.
In the period from 2006 to 2008, he held the position of an expert in the investment banking department of the joint-stock bank ING Bank, and from 2008 to 2014 he was the head of the investment banking department of the investment company Investment Capital Ukraine.
In August 2014, he headed the National Commission for State Regulation of Energy and Utilities.
Since December, he has served as Minister of Energy and Coal Industry in the government of Arseniy Yatsenyuk.
On April 14, 2016, the Rada supported Yatsenyuk’s resignation and appointed Volodymyr Groysman as Prime Minister of Ukraine. After the formation of the new government, Demchyshyn left the post of Minister of Energy, and Ihor Nasalyk took his place.
On April 21, the Committee for the Appointment of Heads of Enterprises of Particular Importance for the Economy under the Ministry of Economic Development and Trade approved the inclusion of the politician in the supervisory board of NJSC Naftogaz of Ukraine.
On September 11, 2019, the Cabinet of Ministers supported the decision to terminate Demchyshyn’s powers early.
Criminal Cases
On November 12, 2021, investigators of the Security Service of Ukraine (SBU) and the State Bureau of Investigation (SBI) announced Demchyshyn’s suspicion under Article 258-3 of the Criminal Code of Ukraine (CCU) – assistance to a terrorist group or terrorist organization.
According to the investigation, from December 2014 to February 2015, he signed a number of orders by which he appointed representatives of the “L/DPR” to positions in state-owned enterprises operating in the temporarily occupied territories.
Also, Demchyshyn, exceeding his official powers, forcing the management of the state energy generating company to conclude several agreements with representatives of the “L/DPR”. In particular, regarding the supply of coal worth more than 3 billion hryvnias.
On November 25, 2021, the Pechersk District Court of Kyiv supported the detention of the politician.
Also on December 23, the suspect’s corporate rights and real estate were seized, in particular:
- 9.99% in Avangard Bank Joint Stock Company (JSC)
- 100% of the authorized capital of Lozonsko Finance Ltd. (British Virgin Islands);
- 9.99% in the authorized capital of ICU Holdings Limited (British Virgin Islands);
- 9.99% in the authorized capital of Vestal Holdings LTD (Cyprus);
- a land plot with an area of 0.039 hectares in the village of Chaiky, Kyiv region;
- half of a residential building with an area of 389.6 km m in the village of Chaiky, Kyiv region;
- a part of a land plot with an area of 0.0609 hectares in the village of Chaiky, Kyiv region;
- household in the Lviv region.
The ICU group reported that at the time of the court’s decision to seize the property, Demchyshyn had neither a direct nor an indirect share in Avangard Bank or in other companies of the investment group.
As of January 17, 2022, the politician was put on the international wanted list.
Marital Status
Married. He has two daughters: Anna, as well as Christina.
