Oleksiy Kuleba

Oleksiy Volodymyrovych Kuleba – Deputy Prime Minister for the Restoration of Ukraine – Minister of Communities and Territories Development (2024 – present), Deputy Head of the Office of the President of Ukraine (2023 – 2024), Head of the Kyiv Regional State Administration (2022 – 2023).

Place of Birth, Education

He was born on August 8, 1983 in Kyiv in the family of journalist and writer Volodymyr Kuleba.

He received his higher education at the Kyiv National Economic University named after Vadym Hetman, where he studied international economics.

In the period from 2005 to 2008, he studied at the postgraduate school of the National Academy of Public Administration under the President of Ukraine.

In 2014, he defended his dissertation and received a PhD in public administration.

Career

In 2005, he became the manager of the municipal enterprise of the Kyiv Regional Council “Kyiv-Media”. During the next year, he was an assistant to the People’s Deputy of Ukraine Mykhailo Gladiy, who entered the Verkhovna Rada as part of the political force “Yulia Tymoshenko Bloc”.

In 2007, he took the position of General Director of the Limited Liability Company (LLC) “Khonin and Partners”. In parallel with entrepreneurial activity, in 2010-2011 he worked as a senior lecturer at the Department of Organization of Self-Government at the Interregional Academy of Personnel Management.

In 2016, he became an advisor to the general director of the Pleso utility company.

In 2018, he headed Asper Estate LLC, which specializes in real estate purchase and sale transactions.

During 2019-2020, he headed the Department of Urban Improvement of the Kyiv City State Administration. In 2021, he took the position of First Deputy Head of the Kyiv City State Administration, responsible for the implementation of self-governing powers.

On February 8, 2022, Kuleba was appointed head of the Kyiv Regional State Administration (RSA) in accordance with a decree of President Volodymyr Zelensky.

However, on March 15 of the same year, the leadership of the Kyiv Regional Military Administration (RMA) was transferred to the ex-commander of the Joint Forces Operation, Oleksandr Pavliuk. Kuleba instead became his freelance adviser and headed a group of advisers.

In May 2022, he returned to the post of head of the Kyiv Regional State Administration.

In early 2023, Zelenskyy appointed him deputy head of the Office of the President of Ukraine, Andriy Yermak.

On September 5, 2024, the Verkhovna Rada of Ukraine supported Kuleba’s candidacy for the post of Deputy Prime Minister for Reconstruction of Ukraine and Minister of Communities, Territories and Infrastructure Development.

Political Activities

In 2010, Kuleba became a deputy of the Rzhyshchiv City Council of the Kyiv region, running for the United Center political party.

Marital Status

He is married to Halyna Dmytrychenko-Kuleba, who as of 2022 worked at the National Transport University, and since 2023 has received income from American University Kyiv.

The couple has two daughters: Mariana and Khrystyna.
