He was born on October 6, 1975 in Odesa.
He studied at the Bilhorod-Dnistrovsky School No. 1.
In 1992, he entered the Odessa State University of Economics at the Faculty of International Marketing, where he studied for 3 years.
In 1995, he moved with his family to the United States of America (USA) and received American citizenship.
In 1999, he completed his studies at the Pace University School of Business in New York with a degree in accounting-auditor, and in May 2025 – from Georgetown University Business School, receiving a master’s degree in business administration.
He later received a law degree from George Washington University.
Career
From 1998 to 1999, he worked as an accountant at Cantor Fitzgerald LP, and from 1999 to 2001 he held the position of senior tax specialist at KPMG. He also worked in City Bank and law firms.
From September 2005 to January 2008, he was a senior consultant and project manager at The Boston Consulting Group.
In 2008, he became Director of Asset Integration at Promsvyazbank.
From 2010 to 2011, he led the merger of FUIB and Dongorbank, and in 2014 – FUIB with Renaissance Capital.
From January 2012 to December 2014, he worked as a consultant in the Moscow office of The Boston Consulting Group.
In 2015, he returned to New York and started working at KPMG again.
A year later, on July 1, he headed Ukrposhta. Two years later, a new contract was signed with Smelyansky for a period of 3 years.
On August 23, 2022, he was awarded the Order of Merit of the III degree – for his contribution to strengthening statehood, protecting sovereignty and professional activities.
In December 2024, by the decision of the Cabinet of Ministers, he was appointed responsible for the reform of customs authorities.
