Olena Alekseevna Duma – Head of the Asset Recovery and Management Agency (2023 – 2025).
Place of Birth, Education
She was born on August 4, 1980 in the city of Khmilnyk, Vinnytsia region.
She received higher education at the Faculty of Law of the Taras Shevchenko National University with a degree in Jurisprudence.
Career
Duma began her legal career in 2000. During the period from April 2000 to June 2007, she held the position of legal adviser in a private enterprise called “Raisin”.
At the same time, since 2000, she worked in the Verkhovna Rada Apparatus in the Parliament’s Committee on Human Rights.
In the period from July to November 2001, she was a legal adviser at the enterprise with one hundred percent foreign investments “Trimex Yu”.
In November 2001, the Duma founded and headed the law firm “Avers”. She worked as a director of the company until August 2006.
During the period from August 2006 to December 2007, she held the position of Advisor to the Minister in matters of interaction with the Verkhovna Rada of Ukraine and other state authorities.
From January 2008 to June 2010, she held the position of Advisor to the Minister of Environmental Protection of Ukraine. She headed the legal department of the ministry.
In September 2010, she moved to the position of Head of the Department for Relations with the Parliament and Coordination of Legislative Work of the Ministry of Agrarian Policy and Food of Ukraine.
In the period from July to December 2011, she held the position of Deputy Director of the Executive Directorate of the Kyiv City Branch of the Social Insurance Fund for Temporary Disability.
From December 2011 to April 2015, she worked in the Ministry of Justice of Ukraine, in the State Registration Service of Ukraine.
During April 2015 – October 2019, she held the position of Head of the Service of the Minister of Ecology and Natural Resources of Ukraine. At the same time, she headed the Department of State Property Management at the Ministry of Ecology and Natural Resources of Ukraine.
From January 2020 to May of the same year, she headed the Social Insurance Fund of Ukraine, and from February to October 2021, she served as deputy head of the Chernihiv Regional State Administration (RSA).
On June 30, 2023, she headed the Asset Recovery and Management Agency.
And on July 30, 2025, she resigned at her own request.

Divorced. He has a son, Yuri.
