Dmytro Ivanovych Kuleba – Head of the Ministry of Foreign Affairs of Ukraine (2020 – 2024), Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration (2019 – 2020).
Place of Birth, Education
He was born on April 19, 1981 in the city of Sumy.
In 2003, he graduated from the Institute of International Relations of Taras Shevchenko National University of Kyiv with a degree in International Law.
He has a PhD in Law.
From 2004 to 2005, he studied at the postgraduate course of the Department of International Law of the Institute of International Relations of Taras Shevchenko National University of Kyiv.
Career
In 2003, he began his career as an attaché of the Service of the Chief Legal Adviser of the Ministry of Foreign Affairs (MFA). Two years later, he took the position of the third secretary of the department’s legal support department.
From 2005 to 2009, he worked as the third and second secretary of the Permanent Mission of Ukraine to international organizations in Vienna, taking care of the Organization for Security and Cooperation in Europe (OSCE).
In the period from 2010 to 2012, he held the positions of First Secretary, Advisor and Head of the Department of the Secretariat of the Ministry of Foreign Affairs of Ukraine. The following year, he took the position of adviser to the Deputy Prime Minister on humanitarian issues, but later left the civil service and headed the UART Foundation for Cultural Diplomacy.
Kuleba returned to work at the Ministry of Foreign Affairs in 2014 at the invitation of the then head of the department, Pavlo Klimkin. He took the post of Ambassador-at-Large for Strategic Communications. He was also engaged in building a system of strategic communications of the Ministry of Foreign Affairs, introducing modern communication technologies into the work of the department and developing the country’s public diplomacy.
On April 9, 2016, then-President Petro Poroshenko signed a decree appointing Kuleba as Ukraine’s permanent representative to the Council of Europe.
On March 1, 2019, the official presented the book “War for Reality: How to Win in the World of Fakes, Truths, and Communities” at the Art Arsenal, in which he outlined his views on information defense and ways to win the communication war.
On August 29, the parliament approved a new composition of the Cabinet of Ministers, in which Kuleba was appointed Deputy Prime Minister for European and Euro-Atlantic Integration.
On March 4, 2020, the Verkhovna Rada voted for the resignation of Prime Minister Oleksiy Honcharuk and on the same day approved a new government, in which Kuleba was appointed Minister of Foreign Affairs. He served in this position for the next four years.
In December 2024, he took the position of Senior Fellow at the Belfer Center for Science and International Affairs at the Harvard John F. Kennedy School of Government.

As of today, the ex-minister is divorced.
His ex-wife is Yevhenia Kuleba, founder and head of the public organization (NGO) “Garden City”.
