Vitaliy Viktorovich Shabunin is a blogger, public figure, head of the Anti-Corruption Action Center, chairman of the Public Control Council of the National Anti-Corruption Bureau of Ukraine (2015 – 2017).

He was born on November 26, 1984 in the city of Rivne.

Career
In the period from November 2006 to May 2009, he served as an adviser to the head of the Rivne Regional State Administration Viktor Matchuk. From October 2007 to October 2012, he worked as an assistant to MP Lesya Orobets from the United Center party.
In 2008, he moved to Kyiv, where he joined the civil network “OPORA” and at the same time became the head of the youth organization “All-Ukrainian Fund for Regional Initiatives”.
In 2012, he founded the Anti-Corruption Action Center (ACAC) and became its head. The non-governmental organization, funded by grants, monitors public procurement, fights corruption in this area, and promotes the adoption of anti-corruption laws.
From June 2015 to 2016, he headed the Public Control Council at the National Anti-Corruption Bureau of Ukraine (NABU). In the period from June 25, 2019 to June 1, 2020, he was a member of the National Council on Anti-Corruption Policy.
Political Activities
During his higher education, he became a deputy of the Rivne City Council. He was engaged in the development of youth initiatives at the city level.
In 2014, during the early parliamentary elections, he ran on the lists of the Civic Position of Anatoliy Hrytsenko party.
Criminal cases
On August 16, 2017, Shabunin was served a notice of suspicion. He was accused of intentionally causing moderate bodily harm to blogger Vsevolod Filimonenko, who harassed the employees of the AntAC.
In 2020, on the basis of the statement of pro-Russian deputy Andriy Derkach, criminal proceedings were initiated against Shabunin. The case concerned the activist’s alleged involvement in the embezzlement of $143 million in international aid.
In July 2025, the SBI served Shabunin with suspicion of evasion of military service and forgery of documents. According to the investigation, Shabunin, mobilized back in 2022, was actually in civilian institutions under the pretext of business trips. In addition, he moved around Kyiv in an SUV imported as humanitarian aid for the Armed Forces of Ukraine. These circumstances were reported in the public space even before the official delivery of the suspicion.

Since 2009, he has been married to Elena Shabunina. Poruzhya has a daughter and a son.
