Place of Birth, Education
He was born on February 5, 1985 in the city of Berdyansk, Zaporizhzhia region.
He received higher education in several educational institutions. At the Kyiv National Economic University named after Vadym Hetman, he received a master’s degree in Economics of Enterprises. Later, he completed his studies at the Kyiv National University of Culture and Arts, where he received a master’s degree in public relations.
He also studied in the UK at King’s College London, where he received a Master of Science degree in Public Policy and Management.
Career
In 2007, Chernev served as CEO of New Media Projects. After that, he headed Starlight Digital Sales.
In 2013, he founded the startup Wanna, which collected and analyzed information from social networks.
After the start of the Russian-Ukrainian war in 2014, he voluntarily joined the National Guard of Ukraine.
Since 2015, he has been working as an individual entrepreneur, developing IT solutions, outsourcing projects in the field of information technology, and managing teams of programmers.
During 2016 – 2017, he held the position of Head of the Product Marketing Department at Ukrposhta, and also worked as an expert on state stimulation of innovation at the High-Tech Office of Ukraine.
In addition, he was the director of the Startup in Residence program. He also headed the public organization “Innovative Nation”.
Political Activities
In 2019, he became a people’s deputy of the Verkhovna Rada of the IX convocation from the Servant of the People. He took the position of Deputy Chairman of the Parliamentary Committee on Digital Transformation.
In 2022, he became deputy chairman of the Committee on National Security, Defense and Intelligence.
