Victoria Spaartz is an American politician of Ukrainian origin, a member of the US House of Representatives, a member of the Republican Party.
Place of Birth, Education
She was born on October 1, 1978 in the city of Nosivka, Chernihiv region. Maiden name – Kulgeiko.
She graduated from the Kyiv National Economic University named after Vadym Hetman, where she received the qualification of an economist.
She later graduated from Indiana University in Indianapolis with a master’s degree in professional accounting.
She spent her childhood and youth in Ukraine, but at the age of 22 she emigrated to the United States. The impetus for this was a chance acquaintance on the train to Moscow, where the student was heading to her aunt. In the same carriage was American Jason Spartz, with whom she struck up a conversation, helping him place an order. Acquaintance was the beginning of a relationship. Soon the couple officially married and settled in the US state of Indiana, the city of Noblesville.
Career
In 2006, Spartz received citizenship of the United States of America (USA).
She worked as a teacher at Indiana University in Indianapolis, where she previously studied.
During the following years, she worked in private business and the public sector, including serving as chief financial officer in the Indiana Attorney’s Office.
In September 2017, after being elected to the Indiana State Senate, she left her position in the authorities. In addition, he leads the Hamilton County Republican Party.
In the state Senate, she succeeded retired 72-year-old Luke Kenley.
In November 2020, Spartz was elected to the US House of Representatives from the 5th district of Indiana. Since January 2021, she has become the first representative of Ukrainian descent in the history of the US Congress.
During the midterm elections to the House of Representatives, which were held on November 8, 2022, Spartz again won in her district.
Position on the war in Ukraine
Spartz was one of the first officials in the United States to openly call Russia’s actions in Ukraine war crimes and the full-scale invasion an act of “insane genocide against the Ukrainian people.”
Together with Senator Steve Danes, she became the first American government official to visit Ukraine after the start of the full-scale invasion.
In total, during April and May 2022, Spartz came to Ukraine six times. In particular, she made an unannounced visit to Bucha together with Senator Daines, and also visited Lviv, Kyiv and Odesa together with Congressman Tim Wahlberg.
In July 2022, she sent an official letter to the then President of the United States Joe Biden with a request to provide information on the supervisory procedures applied to the head of the Office of the President (OP) of Ukraine, Andriy Yermak.
On January 18, 2023, she appealed to the US presidential administration with a request to transfer GMLRS and ATACMS missile systems to Ukraine, stressing that “the next six months will be decisive for Ukraine.”
On February 13, 2024, on CNN, she spoke out against the bill on providing Ukraine with military aid in the amount of $60 billion.
On April 17 of the same year, Spartz registered five amendments aimed at reducing the volume of the proposed aid package to Ukraine. On April 20, it voted against its adoption.
On February 19, 2025, she publicly supported the statements of the current head of the White House, Donald Trump, accusing Ukrainian President Volodymyr Zelenskyy and Biden of “letting down both the American and Ukrainian people.” Spartz also called Zelensky a dictator.
On February 20, she published a post in which she stated that the President of Ukraine “controls all media” and “persecutes the church”, referring to the churches of the Moscow Patriarchate. Subsequently, she repeatedly continued to sharply criticize the president against the backdrop of an aggravation in relations between Kyiv and Washington.
On April 7, 2025, Spartz made a statement that, in her opinion, the Ukrainians should allegedly cede the occupied territories to Russia.
Marital Status
In 2000, Spartz married Jason Spartz. The couple have two children – 13-year-old Anna-Liliana and 12-year-old Victoria-Ingrid.
