Roman Mykhailovych Nasirov – People’s Deputy of Ukraine of the VIII convocation, Head of the State Fiscal Service of Ukraine (2015-2018).
Place of Birth, Education
He was born on March 3, 1979 in the city of Chernihiv.
In 2000, he completed his studies at the Chernihiv State Institute of Economics and Management, majoring in finance. The following year, in 2001, he received a second education at the Kyiv National Economic University in the field of law.
During 2000 – 2004 he studied at the postgraduate school of the Research Financial Institute under the Ministry of Finance, and in the period from 2002 to 2003 he studied at the MBA course at the University of East London – School of Technology and Management.
Career
In 1997, he began working as a marketer at the Kub enterprise in the city of Chergihiv.
In the period from 1997 to 2000, he held the positions of manager and head of department at the subsidiary Ukrnafta-Ventus. During 2000 – 2001 he was a partner in the law firm “Law and Law”, from 2001 to 2003 he worked as a specialist in the CIS countries at IF International, where he was engaged in analytics, marketing and sales.
From 2003 to 2005, he served as Director of Financial Product Business Development at Reed Business Information. In 2005, he was the Director of Business Development in the CIS countries at GRS Capital Markets. From 2005 to 2008, he worked for Cantor Fitzgerald – BGC.
In the period from 2008 to 2009, he held the position of Head of Sales Department and Managing Director at Concord Capital Limited Liability Company (LLC). During 2009 – 2012, he worked as the head of the securities trading department at Renaissance Capital LLC.
In 2013 – 2014, he held the position of Deputy Chairman of the Board of the State Food and Grain Corporation of Ukraine. In 2014, he worked as an assistant-consultant to the People’s Deputy of Ukraine, as well as the director of BTG Pactual Commodities LLC.
On May 5, 2015, according to the results of an open competition, he was appointed Head of the State Fiscal Service (SFS) of Ukraine.
In the period from April 17, 2017 to October 2020, he served as President of the Judo Federation of Ukraine.
Political Activities
In November 2014, he became a people’s deputy of Ukraine, entering the parliament on the list of the Petro Poroshenko Bloc party.
He headed the Verkhovna Rada Committee on Tax and Customs Policy.
Criminal cases
On March 2, 2017, Nasirov was detained in the Feofaniya hospital as part of the investigation of criminal proceedings concerning the decisions of the head of the State Fiscal Service on the provision of installments for the payment of tax liabilities to enterprises associated with the fugitive MP Oleksandr Onyshchenko.
On March 3, 2017, the Cabinet of Ministers decided to remove Nasirov from the post of head of the SFS for the duration of the investigation. The fulfillment of his duties was temporarily assigned to Deputy Myroslav Prodan.
On December 11, 2018, the District Administrative Court of Kyiv issued a decision declaring illegal the dismissal of Roman Nasirov from the post of head of the State Fiscal Service of Ukraine. On February 17, 2020, the Sixth Administrative Court of Appeal upheld the decision of the District Administrative Court of the capital to reinstate him.
On October 18, 2022, the National Anti-Corruption Bureau of Ukraine (NABU) announced new suspicions against Nasirov and businessman Oleh Bakhmatyuk. According to the investigation, during 2015-2016, the head of the State Fiscal Service of Ukraine, with the assistance of his adviser, received an illegal benefit in the amount of more than UAH 722 million both for himself and for third parties.
On October 31, 2022, the High Anti-Corruption Court (HACC) granted the petition of NABU and the Specialized Anti-Corruption Prosecutor’s Office, choosing a measure of restraint for Roman Nasirov in the form of detention until December 17, 2022 with the possibility of bail in the amount of UAH 523.2 million. On June 1, 2023, it was decided to reduce the amount of bail to UAH 261 million.
On September 14, 2023, the HACC decided to keep Nasirov in custody, while reducing the amount of bail to UAH 130 million. On December 6, 2023, the Appeals Chamber of the HACC did not change the measure of restraint, leaving it in the form of detention with the possibility of bail in the amount of UAH 120.78 million.
On February 5, 2024, the HACC extended the period of detention of Roman Nasirov until April 14, while reducing the amount of bail to UAH 70 million. On March 28, 2024, the court again extended the period of detention – this time until May 26, and also reduced the amount of bail from UAH 70 million to UAH 65 million.
On May 24, 2024, Nasirov was released from custody after posting bail in the amount of UAH 55 million.

Married. The couple has two sons and a daughter.
