Ihor Petrovych Palytsia – People’s Deputy of Ukraine of the VI, VII and IX convocations, Chairman of the Volyn Regional Council (2015 – 2019), Head of the Odesa Regional State Administration (2014 – 2015).
Place of Birth, Education
He was born on December 10, 1972 in Lutsk.
He studied at Lutsk Gymnasium No. 18 and Lesya Ukrainy Volyn State University at the Faculty of History and Law.
Career
In 1993, he headed the Ukrainian-Latvian joint venture Mavex-L, which was based in Lutsk. He led the company until 1999.
In 1999, he moved to the oil refining industry, first taking the position of acting member of the board, and then commercial director and chairman of the board of the open joint stock company (OJSC) “Neftekhimik Prykarpattya”. He worked in the position until February 2003.
From February 2003 to December 2007, he headed the board of OJSC Ukrnafta.
In September 2004, he received the title of Honored Economist of Ukraine.
In 2011, he headed the Supervisory Board of Lesya Ukrainka Volyn National University and headed it until September 2017.
On May 6, 2014, he headed the Odessa Regional State Administration (RSA), but he stayed in office for a little more than a year – until May 30, 2015.
On November 26, 2015, he became the chairman of the Volyn Regional Council, where he worked for almost four years – until July 26, 2019.
Political Activities
In March 2006, Palytsia ran for the Verkhovna Rada from the “Peasant Party of Ukraine” under number 6 on the list, but did not receive a deputy mandate.
In 2007, he became a people’s deputy, having entered the parliament on the list of the Bloc “Our Ukraine – People’s Self-Defense”. In the Verkhovna Rada, he was a member of the political force faction, served as secretary of the Committee on Economic Policy and was a member of the inter-parliamentary group on relations with the Russian Federation.
From December 12, 2012 to November 27, 2014, he was apeople’s deputy of the VII convocation.
In the parliamentary elections of 2014, he ran for the Verkhovna Rada on the list of the Petro Poroshenko Bloc party, but did not receive a mandate, since at that time he held the post of head of the Odesa Regional State Administration.
In the 2015 local elections, Palytsia topped the list of the UKROP political party to the Volyn Regional Council. According to the results of the voting, the political force received 26.56% of the vote, which allowed it to win 17 mandates in the regional council.
On August 29, 2019, Palytsia became a people’s deputy of Ukraine of the IX convocation.

He was married to Oksana Palytsia.
He has four children: Tatiana, Peter, Maria and Zakhar.
