He was born on April 26, 1978 in the city of Kyiv.
In 1995, he completed his studies at the Ukrainian Humanitarian Lyceum of Taras Shevchenko National University of Kyiv. In 2000, he successfully graduated from the Faculty of Law of the same university with honors.
In 2004, he received a PhD in Law, defending his dissertation. In 2012, he became a Doctor of Law after successfully defending his doctoral dissertation.
Career
From 2000 to 2006, he held the position of assistant professor at Taras Shevchenko National University of Kyiv. In 2004, he received an official certificate of the right to practice law.
In the period from 2007 to 2013, he worked as an associate professor, first at the Department of Constitutional and Administrative Law, and later at the Department of Financial Law of the Faculty of Law of the same university. Since 2013, he has held the position of Professor of the Department of Financial Law of the Faculty of Law of Taras Shevchenko National University of Kyiv.
In 2016, he joined the European Association of Tax Law Professors (EATLP), becoming the first representative from Ukraine among 350 professors from around the world. In the same year, he participated in the competitive selection for the Supreme Court, but without success.
Since 2018, she has been a member of the Academic Committee of the European Association of Tax Law Professors.
Political Activities
In 2019, he was elected a people’s deputy from the Servant of the People party. Chairs the Committee on Tax, Customs and Financial Policy.
Business
He is the founder, honorary president and head of the banking and finance practice at Jurimex Law Firm.
Hetmantsev owns corporate rights and is one of the co-founders of the limited liability company (LLC) M.S.L., which performs the functions of an operator of state lotteries.
