He was born on April 18, 1981 in the city of Kyiv.
He graduated from the National University of Food Technologies, studied accounting and auditing. He also studied at the Kyiv Polytechnic Institute, where he received the qualification of an electrical engineer.
Career
He worked as a journalist in the newspaper “Economic News”.
In 2009, he headed the editorial board of the weekly publication KievWeekly, and also began to run an author’s blog in Ukrainska Pravda.
The following year, he joined the team of the 1+1 TV channel, where he took the position of creative producer in the Department of Journalistic Investigations.
In 2014, he became the host of the “Money” program and the creative producer of the programs “Ukrainian Sensations” and “The X-Files”. In the spring of 2017, he launched his own blog site Dubinsky.Pro and video blog on the YouTube platform, which were blocked in 2021 due to sanctions from the United States of America (USA).
Political Activities
According to the results of the parliamentary elections held in 2019, he received the mandate of a people’s deputy. He entered the Verkhovna Rada as a candidate from the Servant of the People party, running in constituency No. 94 in the Kyiv region. After his election, he joined the political force faction and became its member.
In 2020, the Finance Committee of the Verkhovna Rada decided to delegate it to the competition commission, which was engaged in the selection of independent members of the supervisory boards of state-owned banks. In the same year, he participated in the elections to the Kyiv Regional Council, but after the elections he refused the mandate.
In January 2021, he was under US sanctions, which were imposed due to accusations of interfering in the US elections and participating in the Russian network of foreign influence. After that, he was expelled both from the parliamentary faction “Servant of the People” and from the ranks of the party itself, also losing his leadership position in the Kyiv regional organization of the political force.
Scandals
Dubinsky was regularly at the center of media scandals. One of the most high-profile cases occurred when, in his video blog, he accused Acting Minister of Health Ulyana Suprun of corruption without any evidence. In response, she filed a lawsuit against him.
According to the specialized media resource Media Sapiens, his television projects on the 1+1 channel have signs of bias and often reflect a position that coincides with the interests of Ihor Kolomoisky, the largest shareholder of the TV channel.
The Detector Media resource noted that some episodes of the Ukrainian Sensations program may be examples of political order.
In June 2019, a video was widely publicized in which Dubinsky spoke about the slogan “Glory to Ukraine!”, calling it Nazi, and calling its official consolidation in the Armed Forces of Ukraine “insanity”.
Criminal cases
On August 3, 2023, law enforcement officers searched Dubinsky’s apartment in connection with the investigation of the circumstances of his departure abroad. Already on August 9, he was served with suspicion of providing false information in order to obtain permission to cross the state border. The next day, the court chose a measure of restraint in the form of a personal obligation for a period of two months with the mandatory wearing of an electronic bracelet.
On November 1, 2023, the Security Service of Ukraine (SBU), together with the State Bureau of Investigation (SBI), conducted new searches in the framework of the case of organizing a scheme for illegal travel abroad of men of military age. The investigation established that Dubinsky involved a controlled public organization to enter persons into the Shlyakh system as volunteers, which allowed them to leave the territory of Ukraine without hindrance. One of the cases concerned the illegal travel abroad of the brother of his common-law wife.
On November 13, 2023, the SSU officially announced suspicion of high treason and involvement in the activities of a criminal organization, citing Articles 111 and 255 of the Criminal Code of Ukraine (CCU). He was accused of collaborating with the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (RF) under the agent pseudonym “Buratino”. The very next day, November 14, the Pechersk District Court decided to arrest him for 60 days, until January 12, 2024, and sent him to a pre-trial detention center.
