Place of Birth, Education
He was born on December 2, 1979 in the city of Siverskodonetsk, Luhansk region.
He received his higher education at the Faculty of Economics and Entrepreneurship of Volodymyr Dahl East Ukrainian National University.
He has a PhD in Economics.
Career
During 2012-2014, Kuznetsov worked as an assistant to MP Volodymyr Medianik, who was elected to the Verkhovna Rada of the VII convocation from the Party of Regions.
In the period from 2014 to 2019, he held the position of assistant on a paid basis to MP Hryhoriy Shverko, elected from the Petro Poroshenko Bloc.
He is the founder of the limited liability company (LLC) “8TEK”, a subsidiary (DK) “Kommunalshchik”, as well as LLC “Trading House Avtoshina”.
Political Activities
In 2019, Kuznetsov was elected to the Verkhovna Rada of the IX convocation as a non-partisan from the Servant of the People party. In parliament, he joined the faction of the same name. He worked as a member of the Committee on Human Rights, Deoccupation and Reintegration of the Temporarily Occupied Territories in Donetsk, Luhansk Regions and the Autonomous Republic of Crimea, the City of Sevastopol, National Minorities and Interethnic Relations.
At the end of 2022, he supported the scandalous urban planning reform (draft law No. 5655), which, according to experts, was focused on the interests of developers and leveled public participation in the process of rebuilding the country. As of today, the draft law has not been signed by the president and remains invalid.
On July 22, 2025, he voted “for” the adoption of draft law No. 12414, which provided for the subordination of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) to the Prosecutor General.
Criminal cases
In August 2025, NABU and SAPO reported that Kuznetsov was exposed in a corruption scheme related to the purchase of unmanned aerial vehicles (UAVs), as well as electronic warfare (EW) equipment.
In particular, among the suspects were heads of district and city administrations, as well as military personnel.
According to the investigation, the scheme involved the conclusion of state contracts with suppliers at significantly inflated prices. Part of the funds – up to 30% of the contract amount – was returned to the participants of the transaction in the form of illegal benefits.
