Mykola Tochytskyi

Mykola Stanislavovych Tochytskyi – Permanent Representative of Ukraine to the Council of Europe (August 2025 – present), Minister of Culture and Strategic Communications of Ukraine (2024 – 2025).

Place of Birth, Education

He was born on September 22, 1967 in the Vinnytsia region.

He graduated from Taras Shevchenko Kyiv State University: in 1993 he graduated as a translator of French and English, and in 1995 he received the qualification of an international lawyer.

In 1999, he completed a course of study at the Geneva Center for Security Policy.

Career

During 1993 – 1995 he worked in the Ministry of Foreign Affairs (MFA) of Ukraine. At first, he served as an attaché, later as the third secretary in the Office of Arms Control and Disarmament.

After that, he was sent to the Embassy of Ukraine in the Kingdom of Belgium, where he held the positions of third and second secretary.

In 1998 – 2001, he again worked in the structure of the Ministry of Foreign Affairs. He served as First Secretary and Adviser to the Department of Political and Security Affairs, as well as First Secretary of the Office of Arms Control and Scientific and Technical Cooperation.

In the period from 2001 to 2003, he was an adviser at the Permanent Mission of Ukraine to the Council of Europe.

In 2003, Tochytskyi was appointed First Deputy Director of the Cabinet of the Minister of Foreign Affairs of Ukraine, and later took the position of Director.

In the period 2004 – 2005, he headed the Department of the Consular Service of the Ministry of Foreign Affairs of Ukraine. After that, he served as Consul General of Ukraine in San Francisco.

In 2008, he moved to the Secretariat of the President of Ukraine, where he was first Deputy Head of the Main Service for International Cooperation, and later became its head.

In 2009, he was awarded the diplomatic rank of Ambassador Extraordinary and Plenipotentiary, and since 2010 he has served as Permanent Representative of Ukraine to the Council of Europe.

During 2016 – 2021, Tochytskyi was the representative of Ukraine to the European Union (EU), Ambassador Extraordinary and Plenipotentiary of Ukraine to Belgium and Luxembourg, and also represented Ukraine to the European Atomic Energy Community.

In the period from 2021 to 2024, he became Deputy Minister of Foreign Affairs of Ukraine Dmytro Kuleba.

On April 15, 2024, by decree of President Volodymyr Zelenskyy , he was appointed Deputy Head of the Office of the President Andriy Yermak.

On September 5 of the same year, the Verkhovna Rada supported the appointment of Tochytskyi to the post of Minister of Culture and Strategic Communications of Ukraine.

On July 16, 2025, he resigned along with the entire government of Denys Shmyhal.

And on August 20 , he received the chair of the Permanent Representative of Ukraine to the Council of Europe.

Marital Status

He is married to Tamara Tochytska. The couple has two sons.
