Zhovkva Ihor Ivanovych – Deputy Head of the Office of the President (2019 – present).
Place of Birth, Education
He was born on October 22, 1979 in Kyiv.
In 2001, he completed his master’s studies at the Institute of International Relations of Taras Shevchenko National University of Kyiv, majoring in International Relations, and in 2005 he completed his postgraduate studies at the same educational institution. He has a PhD in Political Science. In 2014, he received the title of Associate Professor, and in 2019 he was awarded the title of “Honored Worker of Education of Ukraine”.
Career
In the period from June to December 2002, he served as an assistant-consultant to the People’s Deputy of the IV convocation Borys Tarasyuk from the Our Ukraine bloc. Later he moved on to perform this role on a voluntary basis.
During 2002-2005, he held the position of Chief Consultant of the Department for European and Euro-Atlantic Integration of the Main Directorate for Foreign Policy in the Presidential Administration of Ukraine during the time of Leonid Kuchma. In January 2005, after the change of power, he continued to work in the same position in the Secretariat of the President under the presidency of Viktor Yushchenko, remaining in it until March 2006.
In 2006-2008, he held senior positions in the Secretariat of the President. In particular, he worked as Deputy Head of the Department of European and Euro-Atlantic Integration – Head of the Euro-Atlantic Integration Department of the Main Foreign Policy Service of the Presidential Secretariat.
In 2008 – 2010, he held the position of Head of the Service of the Vice Prime Minister of Ukraine for European Integration.
In 2010 – 2014, he worked as Director of the Department of International Cooperation and Investment Marketing at the State Agency for Investment and National Project Management.
In March-August 2014, he held the position of Deputy Head of the Service of the Deputy Prime Minister of Ukraine.
Since September 2014, he worked as the head of the Main Department, later – the Foreign Policy Department of the Administration, and later – the Office of the President. He remained in this position during the presidency of both Petro Poroshenko and Volodymyr Zelensky.
Since 2018, he had the rank of Ambassador Extraordinary and Plenipotentiary of Ukraine.
In September 2019, he was appointed Deputy Head of the Office of the President of Ukraine. This appointment took place during the chairmanship of Andriy Bohdan, and after the change of the head of the Office, he continued to work under the leadership of Andriy Yermak.
Since 2019, he has been a member of the National Investment Council, and since 2021 he has been a member of the National Reform Council.
In January 2024, he became a member of the Ukrainian delegation, which is negotiating with other countries to conclude agreements on providing Ukraine with security guarantees.
