Pavlo Oleksandrovych Kyrylenko – Chairman of the Antimonopoly Committee of Ukraine (2023 – present), Head of the Donetsk Regional Military Administration (2019 – 2023).
Place of Birth, Education
He was born in 1986 in Makiivka, Donetsk region.
He received higher education at the Yaroslav the Wise National Law Academy of Ukraine in Kharkiv, majoring in Jurisprudence.
Career
Since July 2008, he has held a number of positions in the Prosecutor’s Office of the Donetsk region, Crimea and the Main Prosecutor’s Office of Ukraine. In particular, he worked as an assistant prosecutor, prosecutor of the department, deputy prosecutor, prosecutor, and also headed the investigative department of the prosecutor’s office.
On September 22, 2017, in accordance with the order of the Prosecutor General of Ukraine, he was appointed to the post of military prosecutor of the Uzhhorod garrison of the Western region of Ukraine.
On July 5, 2019, President of Ukraine Volodymyr Zelenskyy signed a decree appointing Kyrylenko to the post of head of the Donetsk Regional State Administration (RMA). He was dismissed by decision of the Cabinet of Ministers on September 5, 2023.
The very next day, September 6, Kyrylenko was appointed chairman of the Antimonopoly Committee.
Criminal cases
On March 22, 2024, after a journalistic investigation by Schemes, the Specialized Anti-Corruption Prosecutor’s Office (SAPO), together with the National Anti-Corruption Bureau of Ukraine (NABU), opened criminal proceedings against Kyrylenko. He was charged with violations under Articles 368-5 of the Criminal Code of Ukraine (illegal enrichment) and 366-2 (declaration of false information). The basis of suspicion was the possible illegal receipt of elite property.
On August 14, 2024, the official was officially notified of suspicion. According to the investigation, in the period from 2020 to 2023, when he headed the Donetsk Regional Military Administration, Kyrylenko received ownership of 21 real estate objects and a premium car, while registering them in the name of his wife’s relatives. Among the property, including seven apartments in Kyiv and Uzhhorod with a total area of 688.5 square meters, a house near Kyiv with an area of 220 square meters, two garage boxes, six parking spaces, three non-residential premises with an area of 190 square meters, as well as a BMW X3 car.
According to investigative data, the total value of assets amounted to 61.7 million hryvnias. At the same time, the official income of Kyrylenko himself and his family members did not allow such purchases. To hide the fact of illegal enrichment, the official did not indicate this property in his declarations.
On August 28, 2024, Judge of the High Anti-Corruption Court(HACC) Volodymyr Voronko considered the petition of NABU and SAPO to choose a measure of restraint in the form of detention with the right to post bail in the amount of UAH 121 million. However, the court refused to satisfy this claim and set bail in a much smaller amount – 30 million hryvnias. Kyrylenko paid the specified amount on the same day.
Marital Status
He is married and has two children: Agnia and Oleksandr.
Kyrylenko has a younger brother, Yevhen Kyrylenko, a native of the Donetsk region, who fought in the ranks of the militants of the so-called “DPR”.
