Oksen Lisovyi

Oksen Vasylovych Lisovyi – Minister of Education and Science of Ukraine (2023 – present), Director of the National Center “Junior Academy of Sciences of Ukraine” (2010 – 2023), Associate Professor, Serviceman of the Armed Forces of Ukraine.

Place of Birth, Education

He was born on July 21, 1972 in the Kyiv region.

He studied at the Reshetyliv Art School of Folk Crafts with a degree in ceramist. He also graduated from the Kyiv State Institute of Culture with a degree in library and information systems.

He received a PhD in Philosophical Anthropology and Philosophy of Culture in 2012.

Career

During his career, Lisovyi worked as a teacher at the Kyiv-Mohyla Collegium, was engaged in fencing coaching and actively supported the work of the public youth organization “Sich”. He also held a senior position in the General Directorate of the Open Auction Company (OJSC) Ukrtelecom.

From 2010 to March 2023, he headed the National Center “Junior Academy of Sciences of Ukraine”, and in September 2020, together with the President of the Junior Academy of Sciences Stanislav Dovhy, he initiated the opening of the first Museum of Science in Ukraine.

In 2022, after the start of a full-scale war, he voluntarily went to the front, joining the ranks of the 95th Separate Air Assault Brigade. At the same time, while staying in touch, he continued to perform the functions of the Director of the Junior Academy of Sciences of Ukraine remotely.

On March 21, 2023, the Verkhovna Rada decided to appoint Lisovyi to the post of Minister of Education and Science of Ukraine.

Scientific activities and awards

Lisovyi is the author of more than 250 scientific papers, as well as 25 of his own scientific publications.

For his professional activities, he was awarded numerous titles and awards. In 2021, he received the honorary title of “Honored Worker of Education of Ukraine”. Earlier, in 2012, he became a laureate of the State Prize of Ukraine in the field of education for a series of works called “All-Ukrainian Educational Internet Portal “Island of Knowledge”.

Accusations of plagiarism

On March 19, a statement criticizing Lisovoy was published on the page of the Ukrainian Movement of Pacifists on the social network Facebook. In the text, he was called a “military minister and plagiarist.” The publication presented an analysis of the abstract of the minister’s dissertation entitled “Sociocultural self-identification of the individual”. In particular, examples of textual borrowings without appropriate references, containing signs of copying individual phrases from the abstract of another scientific work, were indicated.

On March 23, Lisovyi announced that he had sent his own dissertation for verification to the National Agency for Quality Assurance in Higher Education. He also stated that if the facts of plagiarism are confirmed, he will voluntarily renounce the degree of Candidate of Sciences.

According to Lisovyi, starting from May 29, 2023, he no longer has the status of a candidate of sciences.
