Alexander Kheilo

Oleksandr Valeriiovych Kheilo – Deputy Minister of Energy of Ukraine (2023 – 2024).

Place of Birth, Education

He was born in 1973 in the city of Selydove, Donetsk region.

He has two higher educations. At first, he studied at the State Mining Academy of Ukraine (today – the National Technical University “Dnipro Polytechnic”), where he mastered “Underground Mining of Mineral Deposits”.

Later, he studied at Donetsk National University with a degree in Jurisprudence.

Career

For a long time he worked in the coal industry, where he held senior positions at various enterprises. He was engaged in economics, sales of coal products, marketing strategy, logistics of coal supply to Ukrainian thermal power plants, as well as planning the development of coal mining companies.

In the period from 2013 to 2022, he held senior positions in a number of energy and coal enterprises, including the state coal company Krasnolymanskaya, the public joint stock company (PJSC) Energoinvest Holding, as well as PJSC Centrenergo.

In December 2022, he was appointed General Director of the state-owned enterprise Ukrvugol.

On September 6, 2023, he took the post of Deputy Minister of Energy of Ukraine. However, on August 12, 2024, he was dismissed from his post after being detained on suspicion of receiving an improper benefit.

Criminal case

In August 2024, the National Anti-Corruption Bureau of Ukraine (NABU), together with the Specialized Anti-Corruption Prosecutor’s Office (SAPO), reported the exposure of a large-scale corruption scheme in which Heilo was involved. He was detained while receiving an illegal benefit in the amount of 500 thousand dollars.

According to the investigation, the funds were transferred in exchange for permission to remove mining equipment from the frontline zone. In addition to Hale, three other people were detained.

The High Anti-Corruption Court (HACC) has chosen a measure of restraint for Hale – detention until October 8, 2024 with the possibility of bail in the amount of 25 million hryvnias.

On March 21, 2025, according to media reports, NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) completed the investigation of the case on suspicion of Hale.

Marital Status

Married to Yana Heilo. The couple has a daughter, Sophia.
