Yaroslav Vasylovych Dubnevych – People’s Deputy of the Verkhovna Rada of the VII, IIX and IX Drafts.
Place of Birth, Education
He was born on August 7, 1969 in the village of Zubra, Pustomytiv district, Lviv region.
In the period from 1999 to 2004, he received higher education at the Lviv Polytechnic Institute, where he received a master’s degree in management in the specialty “Management of Foreign Economic Activity”.
During 2003-2005, he studied at the Dnipropetrovsk Institute of Railway Transport, where he also completed a master’s program in Accounting and Audit.
Career
In 1987, after completing his studies at the shoe school No. 32, he began working at the Pustomytiv District Construction Plant, where he first held the position of a presser, and later headed a team of pressers.
In 1989, he became the founder of a cooperative for the production of shoes.
In 1993, he took the position of assistant to the head of the agricultural production enterprise “Lvivske”, which was headed by his brother Bohdan Dubnevych.
In the late 1990s, together with his brother, he organized the production and supply of plastic components for the Lviv Railway.
In 2003, Dubnevych, together with his brother, founded the research and production enterprise “Road Technologies”, which in 2004 received a new name – “Ruts-Repair Technologies”.
During 2008–2011, he represented Ukrainian Railways in the Secretariat of the Verkhovna Rada of Ukraine.
In 2011–2012, he headed the limited liability company (LLC) “KRT Corporation“, specializing in the manufacture of railway parts.
Political Activities
During 2002-2006, he was a deputy of the Pustomytiv District Council and served as Deputy Chairman of the Budget Committee.
In the period from 2006 to 2010, he worked in the Lviv Regional Council, where he was deputy chairman of the Yulia Tymoshenko Bloc faction and was a member of the Standing Committee on Property.
In 2010-2012, he again won the mandate of a deputy of the Lviv Regional Council, representing the Horodok constituency from the Renaissance party. At that time, he was a member of the commission on budget issues, socio-economic development and communal property.
In 2012, he became a People’s Deputy of Ukraine of the VII convocation, winning in the single-mandate constituency No. 120. During the elections, he received 47.04% of the vote. In parliament, he joined the Ukrainian Democratic Alliance for Reforms faction.
From November 2014 to August 2019, he represented the same constituency in the Lviv region in the Verkhovna Rada of the VIII convocation, receiving the support of 60.1% of voters in the early elections. In the parliament, he became a member of the Petro Poroshenko Bloc faction, and on December 4, 2014, he headed the Verkhovna Rada Committee on Transport.
In 2019, he became a people’s deputy for the third time, running as an independent candidate in constituency No. 120. In the Verkhovna Rada of the IX convocation, he became a member of the deputy group “For the Future” and worked in the Committee on Healthcare, Medical Care and Health Insurance.
Criminal cases
On October 17, 2019, the then Prosecutor General Ruslan Ryaboshapka sent a petition to the Verkhovna Rada to give consent to bring Dubnevych to criminal responsibility. The Prosecutor General’s Office noted that the National Anti-Corruption Bureau of Ukraine (NABU), during the pre-trial investigation, collected enough evidence to declare the MP suspected of committing a criminal offense under Part 5 of Article 191 of the Criminal Code of Ukraine (CCU), which relates to misappropriation, embezzlement or appropriation of property due to abuse of office.
According to the investigation, such actions caused financial losses of Ukrzaliznytsia in the amount of 93 million 277 thousand hryvnias. hryvnias.
On October 31, 2019, the Verkhovna Rada decided to allow Dubnevych to be prosecuted.
On November 2, 2019, the High Anti-Corruption Court (HACC) determined a measure of restraint for Dubnevych, setting bail in the amount of UAH 100 million. On November 7, the court reviewed this decision and reduced the amount to UAH 90 million. The next day, bail was made for him, after which he was released from custody.
On April 22, 2020, the Anti-Corruption Prosecutor’s Office announced the completion of the pre-trial investigation in the case related to Ukrzaliznytsia’s tenders.
On October 17, 2023, NABU put Dubnevych on the wanted list. He was charged with offenses under Part 3 of Article 27 and Part 5 of Article 191 of the Criminal Code of Ukraine, relating to embezzlement, as well as Part 3 of Article 27 and Part 3 of Article 209 – money laundering. Since he did not appear at the bureau to receive a notice of suspicion, it was announced in absentia.
On November 14, 2023, the HACC decided to arrest Dubnevych in absentia, determining a measure of restraint in the form of detention.
Marital Status
He is married to Natalia Dubnevich. The couple has a son, Yuri, and a daughter, Roksolana.
