Oleksandr Borisovich Feldman is a businessman, People’s Deputy of Ukraine of the IV, V, VI, VII, VIII and IX convocations, Honorary President of the AVEC Group of Companies.
Place of Birth, Education
He was born on January 6, 1960 in Kharkiv.
He received higher education at Karazin Kharkiv State University.
Career
In the period from 1978 to 1989, he served in the ranks of the Soviet Army, after which he worked as a driver of a motor transport enterprise, a boiler room driver and a mechanic-repairman at a consumer services enterprise. From 1989 to 1991 he headed the cooperative “Montazhnyk”.
Since 1991, he held the position of director in the production and commercial company “Autoexpresskonstruktsia” (AVEC). Since 1994,he has been the president of the joint stock company of the AVEC Co. concern, and later received the status of honorary president of the group of companies.
In the period from 2001 to 2004, he served as president of the joint stock company of the football club “Metalist”, after which he became its honorary president.
Political Activities
During 2002-2006, he was a people’s deputy of the IV convocation. He was a member of the Council Committee on Pensioners, Veterans and Disabled Persons. At first, he was a member of the United Ukraine faction, which supported the then President Leonid Kuchma, but later joined the Democratic Initiatives and Democratic Initiatives – People’s Power factions. Since June 2005, he became a member of the Yulia Tymoshenko Bloc faction.
In 2006-2007, he received a deputy mandate in the Council of the V convocation from the Yulia Tymoshenko Bloc party. He headed the Subcommittee on Indigenous Peoples, National Minorities and Ethnic Groups of the Verkhovna Rada Committee on Human Rights, National Minorities and Interethnic Relations.
From 2007 to 2012, he was a people’s deputy of the VI convocation, having entered the Rada on the list of the Yulia Tymoshenko Bloc. He headed the Subcommittee on Ensuring the Protection of Human Rights and Freedoms and Cooperation with Law Enforcement Agencies of the Committee on Combating Organized Crime and Corruption.
He was a member of the political party “All-Ukrainian Union “Batkivshchyna” and headed its regional branch in the Kharkiv region.
In March 2011, he joined the Party of Regions faction, and on May 14 of the same year, he joined the parliamentary coalition “Stability and Reforms”.
From December 2012 to November 2014, he held the mandate of the People’s Deputy of Ukraine of the VII convocation. He was a member of the Verkhovna Rada Committee on Budget, as well as a deputy member of the permanent delegation to the Parliamentary Assembly of the Council of Europe (PACE).
On January 16, 2014, he supported the “dictatorial laws” – a series of anti-democratic legislative initiatives that significantly limited the rights of citizens and freedom of speech.
He won the mandate of a people’s deputy of the third convocation during the elections on October 26, 2014.
In 2019, he successfully ran for the parliament of the IX convocation as an independent candidate.
Since May 2022, he has been a member of the deputy group “Establishment of Ukraine”.
Assets
AVEC Group of Companies is one of the largest development associations in Ukraine. Its activities include investing in commercial real estate construction, real estate management and development. The company’s offices operate in Kyiv and Kharkiv.
One of the largest and most profitable projects of the concern is the Kharkiv wholesale and retail market “Barabashovo”. More than 60 thousand people work on its territory.
Among other commercial real estate objects erected by the company are shopping and trade and office complexes and centers “Novosaltovsky”, “AvePlaza”, “PlatinumPlaza”, “Portal”, “Portal 2”, “Radio city”, “Levada city”, Sumy market and the market “August 23”.
In addition to real estate, the concern is represented in the fields of dairy production, passenger transportation and media business.
Feldman was previously included in the list of the richest Ukrainians. For example, in February 2008, Focus estimated his fortune at that time at $ 280 million, marking him 80th position among the 130 richest citizens in the country.

Married to Valeria Vladimirovna. The couple has a son, Alexander.
