Oleg Anatolyevich Tsaryov – People’s Deputy of the Verkhovna Rada of Ukraine of IV – VII convocations, entrepreneur.
Place of Birth, Education
He was born on June 2, 1970 in the city of Dnipropetrovsk (now Dnipro).
In 1992, he completed his studies at the Moscow Engineering Physics Institute, where he received a specialty in the field of automated and electronic systems of physical installations. He received the qualification of a physical engineer.
Career
In the period from 1992 to 1993, he worked as an engineer for the preparation of production processes in a specialized small enterprise “Avtex”.
From 1993 to 1995 he headed the Ukrainian Financial Insurance Company “Dovira”.
In 1995-2002, he held senior positions in various companies: he was deputy director, and later the head of the limited liability company (LLC) “Dnipropetrovsk Computer Center”, managed LLC “Silicon Valley”, and also worked as deputy director for economic issues at LLC “Dnipropetrovsk Paper Mill”.
Political Activities
In 2002, he was elected a People’s Deputy of Ukraine of the IV convocation, winning in constituency No. 40 of the Dnipropetrovsk region. In the parliament, he joined the “Regions of Ukraine” faction and headed the subcommittee on ownership, privatization and bankruptcy of the Verkhovna Rada Committee on Economic Policy, National Economy Management, Property and Investment.
In 2006, he became a people’s deputy of the V convocation, getting into the Rada on the list of the Party of Regions. During his term, he worked in the parliamentary committee on human rights, protection of national minorities and interethnic relations.
In the elections of 2007, he again received the mandate of a people’s deputy, becoming a member of the VI convocation from the Party of Regions. He served as Chairman of the Subcommittee on Value Added Tax (VAT) and Other Consumption Taxes, with the exception of excise duty.
From December 2012 to November 2014, he served as a people’s deputy of the VII convocation from the Party of Regions. In the parliament, he worked in the Committee on Agrarian Policy and Land Relations.
On January 16, 2014, he supported the so-called “dictatorial laws” – anti-democratic laws that significantly limited the rights of citizens and freedom of speech.
On March 28, he submitted documents to the Central Election Commission (CEC) of Ukraine for registration as a presidential candidate, but did not receive support at the party congress, and, on April 7, he was expelled from the Party of Regions, after which he continued to participate in the election process as an independent candidate. Already on April 29, he announced his intention to refuse to participate in the presidential elections.
On June 3, 2014, the Verkhovna Rada decided to lift the parliamentary immunity of Tsarev. In addition, the parliament agreed to his arrest. At that time, the parliamentarian was on the territory of Crimea.
On June 26, 2014, he was elected the so-called “Speaker of the Parliament” of the illegal association “Union of People’s Republics”.
In addition, he is involved in the activities of the so-called “Committee for the Salvation of Ukraine”, which was created in Moscow on August 3, 2015 by former Ukrainian high-ranking officials who worked during the presidency of Viktor Yanukovych.
Criminal Cases
By mid-April 2014, three criminal cases had been opened against Tsarev. He was accused of calling for the violation of the territorial integrity of Ukraine through the idea of federalization, attempts to change state borders, as well as propaganda of the violent overthrow of the constitutional order. After the first investigative actions, it was decided to combine all these proceedings into one case related to separatist appeals.
On November 4, 2015, the Prosecutor General’s Office of Ukraine initiated the procedure for sentencing Tsaryov in absentia. On March 25, 2016, the department submitted to the court the indictment, which was considered in absentia criminal proceedings.
In May 2022, the Shevchenkivskyi District Court of Kyiv sentenced Tsaryov in absentia to 12 years in prison. The former MP was found guilty of public calls for separatism, as well as propaganda of the violent overthrow of the constitutional order through the media.
On November 14, 2023, Tsarev was announced a new suspicion – he was accused of financing the Federal Service of the National Guard of the Russian Federation (RF).
On October 27, 2024, the court found the former people’s deputy guilty of facilitating Russia’s armed aggression against Ukraine. As a punishment, he was sentenced to eight years in prison, and a decision was made to confiscate property worth more than 460 million hryvnias.
Marital Status
He is married to Larisa Tsareva. The couple has sons Maksym and Ihor, as well as daughters Olga and Kateryna.
