Hryhoriy Mykolayovych Mamka – People’s Deputy of the Verkhovna Rada of the IX convocation.

He was born on August 18, 1974 in the city of Hlobyne, Poltava region.
He served in the Armed Forces of Ukraine (AFU) from 1992 to 1994.
He received higher education at the National Academy of Internal Affairs of Ukraine and the Academy of Management of the Ministry of Internal Affairs (MIA).
Career
From 2000 to 2016, Mamka held various positions in law enforcement, starting a career as an investigator. Later, he worked as the head of the department, headed the department and held the position of deputy head of the Main Investigation Department of the Ministry of InternalAffairs of S.
In 2014, he headed the working group of the Ministry of Internal Affairs, which investigated the case against businessman Serhiy Kurchenko. Later, he disbanded the investigative team that investigated cases against Ukrsotsbank and terminated all criminal proceedings initiated against the oligarch.
In 2015, he did not pass the certification and was dismissed from the post of deputy head of the Main Investigation Department of the National Police of Ukraine.
Since 2016, he has been engaged in scientific and pedagogical activities, teaching criminal law and criminology at the National University of the State Fiscal Service of Ukraine.
In the same year, a panel of three judges decided to reinstate Mamka as deputy head of the Main Investigation Department of the Ministry of Internal Affairs. In response, the head of the National Police said that she would send him to the area of the Anti-Terrorist Operation (ATO) to “increase the efficiency of the service”. Mamka, in turn, appealed this decision in court, but did not return to work in the Ministry of Internal Affairs.
He was also an adviser to Alexander Solovyov, the leader of the political party “Smart Force”. In the presidential election, Solovyov played the role of Yulia Tymoshenko’s technical candidate.
In 2017, Mamka founded Mamka Partners Law Firm.
In 2020, he became one of the initiators of a submission to the Constitutional Court of Ukraine (CCU) regarding the compliance of certain provisions of anti-corruption legislation with the Basic Law. As a result, the Constitutional Court of Ukraine adopted a scandalous decision that abolished responsibility for submitting false information in declarations.
Mamka also appeared frequently on television as an expert commentator. In particular, he was a guest of the NewsOne TV channel, which is associated with Viktor Medvedchuk, the godfather of Russian dictator Vladimir Putin.
In the same year, the Anti-Corruption Action Center (ACAC) analyzed his doctoral dissertation and found that Mamka’s research paper was actually a copy of a study by another law doctor written in 2016.
Political Activities
In 2019, Mamka was elected a people’s deputy of Ukraine of the IX convocation on the list of the Opposition Platform – For Life (OPFL) party. In the parliament, he joined the faction, and also took the position of deputy chairman of the Verkhovna Rada Committee on Law Enforcement. In addition, he was the deputy chairman of the temporary investigative commission to investigate corruption schemes in the field of Ukrainian football.
Among the representatives of the OPFL, Mamka became one of the most active lawmakers in terms of the number of amendments submitted. He authored or co-authored 142 proposals for 9 different draft laws. In particular, he initiated amendments and supported the vote for draft law No. 2237, which actually provided for the return of parliamentary immunity.
Criminal cases and scandals
In 2012, Mamka was associated with the raider seizure of the Kotsiubynskyi residential complex. Then law enforcement agencies seized the property and prohibited the transfer of apartments to investors.
In 2014, according to media reports, the politician had close ties with the president of Kyivmiskbud, Ihor Kushnir, and helped him resolve issues related to risky and illegal construction projects.
During 2014 – 2016, he was engaged in the investigation of the case against Tetiana Chornovil, who was accused of premeditated murder of an employee of the office of the Party of Regions. Chornovil stated that most of the evidence in the case was falsified, and the investigation itself was conducted behind closed doors.
In 2021, during the consideration of the court case on the election of a measure of restraint in the form of house arrest for Viktor Medvedchuk, Mamka, along with other deputies from the OPFL, expressed their readiness to take the politician on bail.
In 2023, he registered a draft law that aimed to retain the title of “Hero of Ukraine” for MP Yuriy Boyko. Mamka proposed to deprive state awards solely for committing serious crimes, and not through the application of sanctions.
