Dmytro Lubinets – Commissioner for Human Rights of the Verkhovna Rada of Ukraine, People’s Deputy of the Verkhovna Rada of Ukraine of the VIII and IX convocations.
Place of Birth, Education
He was born on July 4, 1981 in Volnovakha, Donetsk region.
In the period from 1998 to 2003, he received higher education at the Faculty of History of Donetsk National University, where he studied at the Department of International Relations and Foreign Policy. After graduating, he received a specialist diploma in the field of international relations, as well as the qualification of a referent-translator in English.
During 2008 – 2013, he received a law degree at the Yaroslav the Wise National Law University in Kharkiv. He received a diploma in jurisprudence.
Career
In the period from 1996 to 1998, he held the position of manager for work with corporate clients in the small commercial and production cooperative enterprise “ATT”.
From 2004 to 2005, he worked as an administrator at the business entity (SPD) Kholodchenko.
From 2005 to 2014, he was engaged in private entrepreneurship in the field of real estate. He founded a shopping center, the premises of which he rented.
In the period from 2012 to 2014, he was a lawyer in the consulting and financial group “Praktika”.
Political Activities
In the period from 2010 to 2014, he was a deputy of the Volnovakha City Council of the VI convocation, from the Front for Change party. At the same time, he was the first deputy chairman of the board of the public organization “People’s Patriotic Union of Donbass”.
During 2014 – 2019, he was a member of the Verkhovna Rada of the VII convocation. For the first time, he won the mandate of a people’s deputy as an independent candidate, but ran with the support of the political force “Petro Poroshenko Bloc”.
In June 2019, shortly before the early parliamentary elections, he left the party’s faction and continued as a non-factional deputy.
He was also a member of the Verkhovna Rada Committee on Rules of Procedure and Organization of the Parliament.
He was among the 59 people’s deputies who signed the constitutional petition, on the basis of which the Constitutional Court of Ukraine declared unconstitutional the article of the Criminal Code, which provided for punishment for illegal enrichment. The norm required civil servants to explain the origin of their own income, as well as the financial receipts of their family members. Criminal liability for illicit enrichment was introduced in Ukraine in 2015 within the framework of obligations to the European Union (EU) regarding the implementation of the Visa Liberalization Action Plan, as well as as as a condition for cooperation with the International Monetary Fund (IMF), fixed in the relevant memorandum.
In the early parliamentary elections of 2019, he again won a deputy mandate, running as an independent candidate without party affiliation. In parliament, he joined the deputy group “For the Future”.
He headed the Committee of the Verkhovna Rada of Ukraine on Human Rights, Restoration of Control over the Temporarily Occupied Territories, Reintegration, as well as Regulation of Interethnic Relations and the Rights of National Minorities.
He was a member of the permanent delegation of Ukraine to the Parliamentary Assembly of the Council of Europe (PACE).
Since July 1, 2022, he has been the Verkhovna Rada Commissioner for Human Rights.
Marital Status
He is married to Yanina Lubinets, an assistant to the people’s deputy from the political party “Servant of the People” Arseniy Pushkarenko.
The couple has a son Danylo and a daughter Valeria.
