Andriy Ivanovich Nikolayenko – People’s Deputy of the Verkhovna Rada of the IX convocation, Chairman of the Kirovohrad Regional State Administration (2013 – 2014).
Place of Birth, Education
He was born on June 23, 1979 in the city of Fastiv, Kyiv region.
He received his higher education at the Institute of International Relations of Taras Shevchenko National University of Kyiv, where in 2000 he received a master’s degree in International Economic Relations.
He also studied at Yonsei University in South Korea, graduating in 2001.
In 2008, he graduated from the Diplomatic Academy of Ukraine under the Ministry of Foreign Affairs (MFA).
Career
In the period from 2002 to 2006, he worked at the Embassy of Ukraine in the Republic of Korea, holding the positions of attaché and third secretary.
After returning to Ukraine, he joined the work in the Verkhovna Rada. In the parliament of the V convocation, he was an assistant to MP Serhiy Larin. In the next, VI convocation, he collaborated with two deputies – Yuriy Karakay and Serhiy Larin, who were elected from the Party of Regions party.
In 2009, he began working in the Secretariat of the Cabinet of Ministers of Ukraine, where he held the position of assistant-deputy head of one of the departments. He also headed the sector for supporting promising cooperation projects with the states of the Asia-Pacific region. In addition, on a voluntary basis, he was an adviser to the then Prime Minister Yulia Tymoshenko.
In 2010, he moved to work at the Kirovohrad Regional State Administration (RSA). At first, he worked as deputy head of the Regional State Administration, and in 2013 he headed the regional administration. During this period, he was a member of the Party of Regions.
From March to September 2014, he served as the first deputy head of the Donetsk Regional State Administration Serhiy Taruta. In the same year, he headed the State Agency for the Restoration of Donbas.
In 2015, he joined the Velta company, becoming chairman of the board of directors of a limited liability company (LLC). The following year, he became the coordinator of the Ukrainian Business Initiative association.
Political Activities
In 2017, he headed the newly created Osnova party.
In the parliamentary elections of 2019, he became a people’s deputy of Ukraine of the IX convocation, passing to the Verkhovna Rada from the All-Ukrainian Union “Batkivshchyna” party. In the electoral list, he took 19th place as a non-partisan candidate. In parliament, he joined the Committee on Finance, Tax and Customs Policy.
Criminal case
In the fall of 2023, he ran over an 18-year-old girl, as a result of which the latter died. The incident occurred on the Kyiv-Chop highway near Zhytomyr. 40 minutes before the collision, the deputy’s car was moving at a speed of 162 km/h, which significantly exceeded the permitted limit of 110 km/h.
The State Bureau of Investigation (SBI) charged him with violation of traffic rules, which led to the death of a person. The investigation confirmed the fact of speeding.
Prior to this case, Nikolaenko had repeatedly violated traffic rules – only in 2022-2023 he was recorded for speeding 22 times.
In April 2024, the SBI completed the investigation and submitted the indictment to the court.
Marital Status
He is married to Kateryna Vaidich. The couple has daughters Daria, Yaroslava and Oleksandra.
Nikolaenko also has a stepdaughter Valeria.
The father of the people’s deputy – Ivan Nikolaenko – was a parliamentarian of Ukraine of the first convocation.
