Vitaliy Koval

Vitaliy Stanislavovych Koval – Head of the Rivne Regional State Administration (2019 – 2023), Head of the State Property Fund of Ukraine (2023 – 2024), Minister of Agrarian Policy and Food (2023 – 2025).

Place of Birth, Education

He was born on July 28, 1981 in the city of Berezne, Rivne region.

Koval received higher education at the Ternopil Academy of National Economy, where he mastered “Banking” and received the qualification of an economist and a master’s degree.

In 2017, he completed his studies at the Lviv Business School of the Ukrainian Catholic University and received a master’s degree in business administration.

In addition, he is a member of the Academic Council of the Business School of the Ukrainian Catholic University (UCU Business School). He also successfully completed the Aspen Institute Kyiv.

Career

In the period from 2004 to 2006, he worked in the banking sector, in particular in the credit department of the Open Joint Stock Company “Ukrgasbank”.

From 2008 to 2009, he held the position of director of the limited liability company “Probank Consult”.

In 2012-2014, he was the General Director of the limited liability company “Investtradeservice” in Kyiv.

Since 2014, he has held the position of General Director of Sanako LLC in Kyiv, and since 2015 he has headed the VVV Montazh company.

Koval is also the first vice-president of the All-Ukrainian Federation of Greco-Roman Wrestling.

On September 9, 2019, President of Ukraine Volodymyr Zelenskyy appointed Koval head of the Rivne Regional State Administration (RSA) by decree.

On November 21, 2023, the Verkhovna Rada approved him as the head of the State Property Fund of Ukraine. He replaced Rustem Umerov, who headed the Ministry of Defense since September of the same year.

On September 5, 2024, the Rada decided to dismiss Koval from the post of head of the State Property Fund of Ukraine. He was also appointed Minister of Agrarian Policy and Food of Ukraine.

On July 16, 2025, the Cabinet of Ministers was dismissed, and Koval left the post of minister.

Later, he became the head of the Rivne regional branch of the Federation of Employers – “Employers of the Rivne Region”.

Political Activities

He ran for the post of mayor of Rivne from the political party “Servant of the People”.

Marital Status

He is married and has two children.

His father, Stanislav Koval, has the honorary title of Honored Coach of Ukraine in Greco-Roman wrestling.
