Viktor Vladimirovich Braginsky – Head of the Kyiv Metro (2014 – 2024).

He was born on March 22, 1983 in Kyiv.
During 2000 – 2005, Barginsky received higher education at the Academy of Labor and Social Relations of the Federation of Trade Unions of Ukraine, where he received the qualification of a specialist in law in the specialty “jurisprudence”.
In the period from 2002 to 2004, he studied at the law department of the Military Institute of Taras Shevchenko National University of Kyiv, after which he received the rank of junior lieutenant of justice.
During 2011 – 2013, he studied at the National Transport University with a degree in Enterprise Economics and received a specialist diploma with honors.
In the period from 2011 to 2014, he studied at the National Academy of Public Administration under the President of Ukraine at the Department of Economic Policy, where he defended his dissertation on “State Management of the Transit Potential of Ukraine in the Context of Globalization” and received a PhD in Public Administration.
Career
He began his career at the age of 18, working as a technician-supervisor in the housing and construction cooperative “Ukraine”. During 2004 – 2005, he held the position of Deputy Director of the Limited Liability Company (LLC) “Overalls of Ukraine”.
Since 2005, he worked in a group of companies that are part of the Naftogaz of Ukraine structure, gradually climbing the career ladder from an assistant to the head of a private joint stock company (PJSC) Naftogazvydobuvannya. In 2006 – 2007, he held the position of Deputy Director at Energy Projects-International Consulting.
From 2007 to 2010, he headed the Ukrpromgranit company.
In 2010 – 2011, he worked at the state enterprise (SE) “Ukrinteravtoservice”, first as the first deputy, and later headed the enterprise as a general director.
In 2011, he headed the State Enterprise “Berdyansk Commercial Sea Port”, where until 2014 he held the position of Deputy for Development and Investment. In 2012, he was appointed acting head of the Kyiv Regional Directorate of the joint-stock company “Ukrposhta”.
On July 16, 2014, the mayor of Kyiv, Vitali Klitschko, appointed him head of the municipal enterprise “Kyiv Metro”. On March 15, 2024, Braginsky submitted a letter of resignation.
On March 21 of the same year, he resigned as a deputy of the Kyiv City Council.
Media investigations
On March 15, 2024, journalists Bihus.info published an investigation dedicated to Braginsky. The material referred to property belonging to his relatives.
According to journalists, the official’s mother, who is a pensioner, is actively buying expensive apartments. It was also noted that his “not quite ex-millionaire wife” was building a country house in Kozyn.
In addition, investigators found out that Braginsky’s sister bought a land plot from him at a significantly inflated price.
