He was born on March 23, 1975.
He received his secondary education at Kyiv secondary school No. 57, where he studied from 1982 to 1992. In the period from 1986 to 1989, he temporarily continued his studies in Vladikavkaz, Russian Federation.
During the 1992-1993 academic year, he was a student at the private school Hoosac School, located in New York, United States of America (USA).
From 1993 to 1997 he received higher education at Union College, in New York, USA., where he received a bachelor’s degree in Economics.
In the period from 2008 to 2010, he continued his studies in Kyiv, entering the Taras Shevchenko National University of Kyiv. There he studied at the Institute of International Relations at the Faculty of International Law and obtained a master’s degree.
Career
From August 1997 to April 2001,Khromayev held positions in the Ministry of Finance of Ukraine. After starting as a leading economist in the external debt management strategy department in the external debt management structure, he gradually rose to the position of head of the capital markets department of the public debt department.
During 2001 – 2002, he worked in the banking sector, holding the position of Deputy Chairman of the Board of NRB-Ukraine Bank. He headed the corporate finance department and managed treasury operations. In 2002, he also worked at TAS-Investbank.
In December 2002, Khromaev became one of the co-founders of the investment company ARTA. He held the position of Managing Partner until November 2013.
In December 2013, he headed GASE Energy Inc., a company that acted as a financial advisor to ARTA in Ukraine. He was the Chief Executive Officer until January 2015.
On January 30, 2015, the President of Ukraine by his Decree No. 50/2015 appointed him Chairman of the National Securities and Stock Market Commission (NSSMC). His term of office lasted 6 years and ended on January 30, 2021.
On February 23, 2021, he was dismissed from his post by decree of President Volodymyr Zelensky .
Marital Status
He is married to TV presenter Masha Efrosinina.
The couple has two children, a daughter and a son.
