Rostyslav Volodymyrovych Karandeev – Deputy Minister of Culture of Ukraine (2020-2024), Acting Minister of Culture and Information Policy of Ukraine (2023-2024), deputy of the Kyiv City Council of the II, III and IV convocations.

He was born on June 22, 1972 in Kyiv.
He received higher education at the Taras Shevchenko University of Kyiv with a degree in Solid State Physics, and later with a degree in Jurisprudence.
In 2007, Karandeev received a PhD in economics.
In 2019, he completed his studies at the National Academy of Managerial Personnel of Culture and Arts with a degree in Management of Socio-Cultural Activities.
Career
From July 1993 to July 1995, Karandeev worked as a category I engineer at the International Center for Electron Beam Technologies of the Paton Institute of Electric Welding.
In the period from August 1995 to September 1997, he held the position of chief specialist of the problem and analytical department, as well as the head of the press service of the Kyiv City State Administration (KCSA).
From February to August 1998, he headed the Association of Civil Cooperation “Kyiv”.
From August 1998 to September 2001, he worked as Deputy Head of the Kharkiv District State Administration in Kyiv. In September 2001, he was appointed deputy head of the Dniprovskyi district state administration in the city of Kyiv.
From January to November 2002, he headed the Kyiv City Center for Social Services for Youth, holding the position of director.
In December 2002, he became the head of the Main Department for Interaction with the Media and Public Relations of the executive body of the Kyiv City Council, where he worked until January 2004.
In the period from February 2004 to January 2005, he held the position of Chairman of the Board of the Foundation for Humanitarian Programs of the City of Kyiv. From February to April 2005, he worked as a consultant to the analytical department, which was engaged in ensuring the activities of the Kyiv City Mayor.
In April 2005, he was appointed head of the Main Department for Physical Culture and Sports of the Kyiv City State Administration, where he worked until August 2006.
From August 2006 to January 2007, he held the position of Director of the Department of Physical Culture of the Ministry of Ukraine for Family, Youth and Sports.
From February 2007 to January 2008, Karandeev worked as an adviser to the Minister for Family, Youth and Sports of Ukraine.
In February 2008, he was appointed Deputy Minister for Family, Youth and Sports of Ukraine, which he held until April 2010.
From May 2010 to March 2014, he again headed the Board of the Foundation for Humanitarian Programs of the city of Kyiv.
In March 2014, he became an adviser to the Minister of Culture of Ukraine. In May of the same year, he took the position of First Deputy Director of the Department of Culture of the Kyiv City State Administration, where he worked until July 2014.
In January 2015, he was appointed Deputy Minister of Culture of Ukraine, a position he held until May 2016.
From May to December 2016, he served as Deputy Minister of Culture of Ukraine, and in December 2016 he became State Secretary of the Ministry of Culture of Ukraine.
In February 2020, he began working in the Office of the President of Ukraine as an adviser to the head, where he worked until July 2020.
From July 15, 2020 to September 20, 2024, Karandeev served as First Deputy Minister of Culture and Information Policy of Ukraine. In the period from July 28, 2023 to September 5, 2024, he served as Minister of Culture and Information Policy of Ukraine.
Later, he began to manage the Dnipro Academic Opera and Ballet Theater.

Marital Status
He is married to Olena Karandeeva, a ballet dancer and ballet soloist of the National Opera of Ukraine. The couple has three children.
