Oleksiy Dmytrovych Sobolev – Minister of Economy, Environment and Agrarian Policy of Ukraine (July 2025 – present), First Deputy Minister of Economy of Ukraine (2024 – 2025).
Place of Birth, Education
Born in 1983 in Kyiv.
He received his higher education at the Kyiv National Economic University, where in 2005 he received a master’s degree in finance.
In addition, he was certified as a financial analyst by the American CFA Institute.
Career
He worked in the investment and financial spheres, in particular, he headed asset management at Dragon Asset Management.
In the period from 2015 to 2016, he worked as an advisor to the Minister of Infrastructure of Ukraine, where he took care of the implementation of initiatives aimed at increasing transparency, data disclosure and improving the management of state-owned enterprises.
From 2016 to 2018, he led the Prozorro.Sale project at the public organization (NGO) Transparency International Ukraine. His activities were focused on coordinating the development of IT solutions for the transparent sale of state assets.
After that, he headed the state-owned enterprise Prozorro.Sale, where he worked until 2023. Currently, he is a member of the supervisory board of a joint stock company (JSC).
He headed the professional community of financial analysts CFA Society Ukraine, and also led the advisory and supervisory group CoST Ukraine.
At the beginning of 2023, he was appointed Deputy Minister of Economy of Ukraine for Digitalization.
And on July 2, 2024, he took the post of First Deputy Minister of Economy of Ukraine.
On July 17, 2025, when the government was headed by Yulia Svyrydenko, Sobolev became the Minister of Economy, Environment and Agrarian Policy of Ukraine.

Married to Natalia Soboleva.
The couple has daughters Tina and Maya.
