Oleksandr Vilkul

Oleksandr Yuriyovych Vilkul – People’s Deputy of Ukraine of the V and VI convocations, head of the Vilkul Bloc party, head of the Dnipropetrovsk Regional State Administration (2010-2012), Deputy Prime Minister of Ukraine (2012-2014), head of the Defense Council of the city of Kryvyi Rih (2022 – current time).

Place of Birth, Education

He was born on May 24, 1974 in Kryvyi Rih.

He received higher education at the Kryvyi Rih Technical University with a degree in Open Pit.

Career

In the period from 1997 to 1998, Vilkul headed the commercial and financial department of the open joint stock company (OJSC) “Southern Mining and Processing Plant” in the city of Kryvyi Rih. After that, until 2001, he worked as Deputy General Director of the enterprise for commercial and financial issues.

In 2001-2002, he held the position of Deputy President for Economics and Foreign Economic Relations at the NGO “Academy of Mining Sciences of Ukraine”.

From 2002 to 2003, he was Deputy Chairman of the Board for Commercial Affairs at Yuzhny GOK.

During the year, until 2004, he was the General Director of OJSC “Central Mining and Processing Plant” in Kryvyi Rih.

In the period from 2004 to 2006, he held the position of General Director of two enterprises: OJSC “Northern Mining and Processing Plant” and OJSC “Central Mining and Processing Plant”. Both of these enterprises were part of Metinvest Holding, which is controlled by System Capital Management, owned by Rinat Akhmetov.

Since 2006, Vilkul has become an honorary director of the mining division of Metinvest Holding.

In March 2010, by decree of the then President Viktor Yanukovych, he was appointed head of the Dnipropetrovsk Regional State Administration (RMA).

In November, Vilkul became a deputy of the Dnipropetrovsk Regional Council.

From December 24, 2012 to February 27 of the same year, he served as Deputy Prime Minister of Ukraine.

On February 26, 2022, by order of the regional military administration, Vilkul was appointed head of the military administration of Kryvyi Rih.

Political Activities

He became a member of the Party of Regions in 2005. In the same year, he headed the Kryvyi Rih city organization of the party, and in March 2010 he became the head of the Dnipropetrovsk regional party organization.

In the period from 2006 to 2007, he was a people’s deputy of Ukraine of the V convocation from the Party of Regions. He served as Deputy Chairman of the Verkhovna Rada Committee on Industrial and Regulatory Policy and Entrepreneurship.

In 2007-2010, he successfully ran for the Verkhovna Rada of the VI convocation from the same party.

In the fall of 2014, in the early elections, Vilkul returned to the Rada, this time representing the Opposition Bloc.

In the local elections in the fall of 2015 , he ran for the post of mayor of Dnipropetrovsk, but without success.

On November 20, 2018, during a meeting of the Opposition Bloc faction, Vilkul was elected deputy head of the faction.

In the early parliamentary elections of 2019, he ran for people’s deputies of Ukraine from the Opposition Bloc party, but the political force could not overcome the 5% barrier.

In 2020, he again took part in the elections, but this time as a candidate for the post of mayor of Dnipro from the party “Vilkul Bloc – Ukrainian Perspective”. In the first round, he received 12.95% of the vote, taking third place.

Marital Status

He is married to Olena Vilkul. The couple has a daughter, Maria.

Vilkul’s father, Yuriy, was once the head of the Dnipropetrovsk Regional Council. Today, he holds the position of secretary of the Kryvyi Rih City Council, temporarily exercises the powers of the city mayor.
