Oleg Yuriyovych Tatarov – lawyer, Deputy Head of the Office of the President of Ukraine (2020 – present), Deputy Head of the Main Investigation Department of the Ministry of Internal Affairs (2011 – 2014).
Place of Birth, Education
He was born on August 31, 1982 in the city of Novoukrainka, Kirovohrad region.
In 2003, he completed his studies at the National University of Internal Affairs.
In 2005, Tatarov received a master’s degree with honors from the National Academy of Internal Affairs, in 2010 he graduated from the Taras Shevchenko National University of Kyiv with a degree in Accounting and Audit.
He also studied at the University of London and received a European lawyer’s license.
Career in the Ministry of Internal Affairs
In the period from 1999 to 2014, Tatarov served in the internal affairs bodies.
Since 2011, he has held the position of Deputy Head of the Main Investigation Department of the Ministry of Internal Affairs (MIA) of Ukraine. In 2011-2014, while working in this position, he conducted criminal proceedings against Tetiana Chornovil, Automaidan activists and other public figures.
In 2014, after former President Viktor Yanukovych fled the country, he was dismissed from office.
Advocacy
Since 2014, Tatarov has been the managing partner of the law firm “Tatarov Farynnik Golovko”.
He acted as a lawyer for Andriy Portnov, the former first deputy head of Yanukovych’s administration.
In November 2016, he represented the interests of the People’s Deputy of Ukraine from the Opposition Bloc party Vadym Novynskyi in a case related to accusations of an attempt to seize power in the Ukrainian Orthodox Church of the Moscow Patriarchate (UOC-MP).
In 2014-2017, Tatarov headed the legal department of Ukrbud Corporation, while continuing his legal practice.
In May 2019, representing the interests of Olesya Kuznetsova, the widow of Ivan Kuznetsov, who in May 2018, together with an accomplice, attacked Ukrainian activist Serhiy Sternenko, Tatarov demanded that an investigator of the Security Service of Ukraine (SBU) declare Sternenko suspected of premeditated murder.
Political Career
On August 5, 2020, President Volodymyr Zelenskyy appointed Tatarov to the post of Deputy Head of the Office of the President of Ukraine Andriy Yermak. Tatarov is responsible for law enforcement agencies, including the State Bureau of Investigation (SBI) and the Prosecutor General’s Office.
His appointment drew criticism from some Ukrainian public figures, lawyers, journalists and political scientists.
