Oleg Nemchinov

Oleg Nemchinov – State Secretary of the Ministry of Youth and Sports of Ukraine (2017 – 2019), Minister of the Cabinet of Ministers of Ukraine (2020 – 2025).

Place of Birth, Education

He was born on May 1, 1977 in Lviv.

In 1994, he began his studies at the Faculty of Geography of Ivan Franko State University of Lviv, majoring in Geography.

In 1998, Nemchikov completed military training at the Lviv Polytechnic State University, and in 2003 he received higher education at the Ternopil Academy of National Economy, receiving a degree in Civil Service.

In 2011, he graduated from the Lviv University of Business and Law, where he received a qualification in Jurisprudence.

In November 2013, he completed his postgraduate studies at the Lviv Regional Institute of Public Administration.

In 2015, Nemchikov was awarded the degree of Candidate of Sciences (Doctor of Philosophy) in the field of public administration.

Career

From August 1999 to November 2002, Nemchinov worked first as an inspector, and later as a specialist of the 1st category in the Department of Youth Work of the Department of Humanitarian and Social Policy, as well as in the Department of Youth Work of the Department of Culture of the Lviv City Council.

In the period from 2000 to 2004, he simultaneously taught at the Lviv Vocational School No. 32.

From June 2003 to May 2006, he served as an assistant-consultant to the People’s Deputy of Ukraine Oleksandr Hudyma.

In November 2006, he became the executive director of the Association “Construction Enterprises of Lviv Region”, where he worked until July 2007.

In the period from 2007 to 2015, he headed the Athletics Federation of the Lviv region.

From August 2007 to January 2009, he held the position of Deputy General Director at LLC “Production and Commercial Firm “Hotel Nezalezhnost”.

From January 2009 to November 2010, he worked in the Lviv Regional State Administration (RSA), first as acting head, and later as head of the main department of industry and infrastructure development.

From August 2011 to October of the same year, he held the position of Head of the Educational and Organizational Sector and Senior Lecturer of the Department of Public Administration and Local Self-Government of the Lviv Regional Institute of Public Administration.

From October 2011 to January 2012, he held the position of director of Construction Alliance LLC, which included the Opera Hotel and the Panorama restaurant.

In the period from 2012 to 2014, he taught at the Lviv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine.

In the period from July to August 2014, he held the position of Deputy Head for Economic Affairs, as well as the Head of the Economic and Estimate Department of the State Enterprise “Production and Service Center of the Ministry of Revenues and Duties of Ukraine in the Lviv Region”.

From August 2014 to April 2017, he served in the State Border Guard Service of Ukraine.

During January and February 2016, he took part in the anti-terrorist operation conducted in the Donetsk region.

From June 2016 to January 2017, he headed the Military-Civil Administration of the villages of Kominternove, Vodyane and Zaichenko of the Volnovakha district of the Donetsk region.

During the period from July 2014 to April 2017, he held the position of Deputy Director for Economic Affairs and Head of the Economic and Estimate Department at the State Enterprise “Production and Service Center in Lviv Region”.

Since April 11, 2017, he worked as State Secretary of the Ministry of Youth and Sports of Ukraine. He was appointed to this position following the results of an open competition, the decision on which was made by the Cabinet of Ministers of Ukraine. In 2019, he left his post due to the merger of the Ministry of Youth and Sports with the Ministry of Culture.

On March 4, 2020, he was appointed Minister of the Cabinet of Ministers of Ukraine. In the summer of 2025, this position was eliminated.

Political Activities

From 1999 to 2002, he was a deputy of the Lviv City Council from the Ukrainian People’s Party party.

Marital Status

He is married to Oksana Stetsyuk. They have a son, Andriy.
