He was born on November 16, 1965 in Zaporizhzhia.
In 1987, he completed his studies at the Moscow Institute of Physics and Technology, receiving a degree in physics engineering, and in 1991 he completed postgraduate studies and received a PhD in Physical and Mathematical Sciences.
He worked at the Institute of Spectroscopy of the Academy of Sciences of the Soviet Union.
Career
In the mid-1990s, he began entrepreneurial activity in Ukraine, together with partners engaged in the export of Ukrainian metal to the Russian Federation (RF). The main assets are concentrated in the areas of mechanical engineering, shipbuilding and electric power.
He heads the Energy Standard group of companies. It owns significant blocks of shares in power grid enterprises, controls a number of machine-building plants, is the main shareholder of the Sumy Frunze Machine-Building Research and Production Association and the shipping company Ukrrichflot.
It has a controlling stake in the Luhansk and Vinnytsia regional energy distribution companies. Seven more regional power companies – Zaporizhzhia, Kharkiv, Poltava, Sumy, Chernihiv, Cherkasy and Ternopil – were under joint control with other shareholders.
Since the beginning of the 2000s, he has been the owner of the Zaporizhtransformator enterprise, which occupies a monopoly position in the production of power transformers and reactors in Ukraine.
During the 2002 parliamentary elections, his name was mentioned in the context of financial support for the Yabloko political party.
On the eve of the presidential elections of 2004, he sold eight regional energy distribution companies to the co-owner of the Privat group, Ihor Kolomoisky. However, after the end of the election campaign, he denied the fact of concluding agreements with him and tried to regain control over Chernihivoblenergo, Prykarpattyaoblenergo and Poltavaoblenergo, changing the management of these enterprises.
In December 2008, the Security Service of Ukraine (SBU) banned him from entering the country for five years, accusing him of involvement in the organization of raider attacks on Turboatom enterprises. However, in June 2009, the Kyiv Administrative Court of Appeal upheld the decision of the court of first instance, which recognized the actions of the SBU as illegal.
His name is also associated with the network of Zaporizhzhia pharmacies “Medintrade”, the construction company “ESK”, the enterprise “Kozatska Chaika”, the design and technological institute “Kyivmiskbud”, an ostrich farm in Yasnohorodka and a number of smaller companies. According to unofficial information, he represents the interests of the joint venture “Creation”, which owns assets both in Ukraine and in the Russian Federation.
On January 19, 2025, the National Security and Defense Council of Ukraine (NSDC) imposed sanctions against him for a period of ten years.

In 2011, Forbes magazine estimated his net worth at $ 1.3 billion, while in 2012 this amount decreased to $ 1.2 billion.
In 2012, the publication “Focus” determined the total value of his assets at $ 2.019 billion, which ensured the seventh place among the richest people in Ukraine. In 2015, this figure dropped to $ 920 million, however, it rose to sixth position in the ranking.
According to NV magazine’s Top 100 Richest Ukrainians list published in October 2019, his fortune was $462 million, down 6% from 2018. In this ranking, he took 15th place.
