Valentyn Oleksandrovych Nalyvaichenko – People’s Deputy of Ukraine of the VII and IX convocations, Head of the Security Service of Ukraine (acting 2006-2009, 2009-2010, 2014 – 2015), Ambassador Extraordinary and Plenipotentiary of Ukraine to Belarus (2005 – 2006), Deputy Minister of Foreign Affairs of Ukraine (2004 – 2005).
Place of Birth, Education
He was born on June 8, 1966 in the city of Zaporizhzhia.
He graduated from Taras Shevchenko National University of Kyiv with honors.
Career
In 1990 – 1991 he taught at the Department of Russian Language at the Kyiv Civil Engineering Institute.
After that, he held the position of Deputy Director for Economic Affairs, Marketing and Management at the private enterprise “Quality”.
He began his diplomatic career in 1994. Until 1997, he worked as the second and first secretary of the Embassy of Ukraine in Finland, and was also responsible for diplomatic affairs in Denmark and Norway.
In 1998 – 2001, he held various positions in the Department of Consular Service of the Ministry of Foreign Affairs (MFA) of Ukraine: he worked as First Secretary, Counselor, Head of the Department of Consular Support for Individuals and Legal Entities, and was also Deputy Head of the Consular Department.
Until 2003, he was the Consul General of Ukraine in the United States of America (USA).
In 2003 – 2004, he headed the Department of Consular Service of the Ministry of Foreign Affairs of Ukraine.
During 2004 – 2008, he served as Deputy Minister of Foreign Affairs. He was also a member of the Commission under the President of Ukraine on Citizenship.
At the end of 2005, by the decree of President Viktor Yushchenko , he was appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Belarus.
In the spring of 2006, he took the post of First Deputy Head of the Security Service of Ukraine (SBU), and in December of the same year he became Acting Head.
In March 2009, the Verkhovna Rada of Ukraine approved him as head of the SBU. But the very next year, after the arrival of Viktor Yanukovych, he was fired.
For some time, he headed a group of advisers to Smile Holding Ukraine.
In February 2014, the parliament reappointed him head of the SBU, but in June 2015 he was dismissed from this position.
Political Activities
After 2010, he headed the political council of the Our Ukraine party. In May 2012, he left its composition.
In December of the same year, hehurriedly ran for the Verkhovna Rada of the VII convocation, entering the parliament from the Ukrainian Democratic Alliance for Reforms (UDAR) party. In the Rada, he held the position of First Deputy Chairman of the Committee on Foreign Affairs.
In 2016 – 2019, he headed the party “Social and Political Movement of Valentyn Nalyvaichenko “Justice”. In 2019, he ran for the presidency of Ukraine from a political force, but in the first round he took 12th place, gaining 0.22% of the vote.
In the same year, during early parliamentary elections, he became a people’s deputy of the Verkhovna Rada of the IX convocation from the All-Ukrainian Union “Batkivshchyna” party.
Marital Status
He is married to Olena Nalyvaichenko. The couple has a daughter, Olga.
