He was born on April 7, 1956 in Tallinn, Estonia.
He received his higher education at the Kirovohrad Institute of Agricultural Engineering.
In 1982, he graduated with a degree in Power Supply of Industrial Enterprises, Cities and Agriculture, and in 1985 he received another diploma in Accounting and Audit.
Career
In mid-1977, he began working at the Budindustria enterprise as an electrician. At the end of the same year, he was drafted into the ranks of the armed forces of the Soviet Union for military service.
In 1999, he joined the team of the Dolyna Poultry Plant of the Kirovohrad region, where he took the position of senior energy engineer.
In the period from 1986 to 1988, he was in charge of the Dolyna Bakery Plant, and after that, until 1990, he headed the Dolyna Poultry Plant.
In 1990, he moved to the Kirovohrad Poultry Plant, where he worked for 16 years. At first, he was a director, later he headed the board of the enterprise, and later took the post of chairman of the supervisory board.
From 2006 to 2015, he worked in the joint stock company (JSC) “Yatran Meat Processing Plant”, first managing the supervisory board, and later becoming the general director. The ownership of this enterprise belongs to him since 1992.
Political Activities
In the period from 1985 to 1986, he worked as an instructor at the Dolyna District Committee of the Communist Party.
He tried four times to get the mandate of a people’s deputy of Ukraine, but without success. He first ran in 1998 from the People’s Party party. The next attempt took place in 2002, when he was a candidate from “For United Ukraine!”. In 2006 and 2007, he ran for the Lytvyn Bloc, but again to no avail.
In addition, in 1998 he tried to become a member of the Kirovohrad Regional Council, but without success. In 2006, he received a deputy mandate, passing to the regional council from the Lytvyn Bloc. In 2010, he became a deputy again, this time winning in the majoritarian constituency from the People’s Party.
In 2015, he won the election of the mayor of Kirovohrad (now Kropyvnytskyi). Then he ran from the political force “Petro Poroshenko Bloc”. After 5 years, he again received the support of voters, but this time he went to the elections from the Proposition party.
In 2022, he was appointed head of the Kirovohrad Regional State Administration (RSA) in accordance with the decree of President Volodymyr Zelensky.
