Fedir Volodymyrovych Venislavskyi – People’s Deputy of the Verkhovna Rada of the IX convocation, Representative of the President of Ukraine in the Verkhovna Rada of Ukraine (2022-2023), Representative of the President of Ukraine in the Constitutional Court (2019 – 2022), Candidate of Juridical Sciences, Associate Professor, Specialist in the Field of State and Human Rights.
Place of Birth, Education
He was born on May 16, 1969 in the urban-type village of Olyka, Kivertsiv district, Volyn region.
In the period from 1987 to 1989, he served in the Soviet army, where he received the rank of sergeant.
In 1989, he began his studies at the Kharkiv Law Institute, and in 1994 he graduated with honors from the Ukrainian State Law Academy. In the same year, he entered graduate school at the Department of Constitutional Law of Ukraine.
Career
In 1986, he began working as a construction crew worker on a local collective farm. In 1997, he completed his postgraduate studies and was appointed an assistant at the Department of Constitutional Law of Ukraine at the Yaroslav the Wise National Law Academy of Ukraine.
In 2000, he defended his dissertation, receiving the degree of Candidate of Legal Sciences. Three years later, in 2003, he received the position of associate professor at the same department. He took an active part in the development of draft laws and the preparation of conclusions in cases considered by the Constitutional Court of Ukraine (KUS).
He taught at the Department of Constitutional Law of Ukraine at the Yaroslav the Wise National Law University. He headed the Kharkiv Public Lustration Chamber.
Author and co-author of more than a hundred scientific, scientific, methodological and journalistic works devoted to the organization and activities of state authorities in Ukraine, as well as ensuring the rights and freedoms of citizens.
Political Activities
Venislavsky repeatedly participated in the elections to the Verkhovna Rada. He first nominated his candidacy in 2002 as an independent candidate, running in the 23rd constituency of the Volyn region, but then he failed to win a mandate.
In 2006, he represented the party “Forward, Ukraine!”, taking 34th place in the electoral list. He tried to get into the parliament of the VII and VIII convocations as an independent candidate, but without success.
In the 2019 parliamentary elections, he ran for the Servant of the People party, ranking 88th on the electoral list. On July 21, 2019, he was elected a People’s Deputy of Ukraine. In the Verkhovna Rada, he became a member of the Committee on National Security, Defense and Intelligence.
From June 3, 2019 to September 12, 2022, he served as the representative of the President of Ukraine Volodymyr Zelenskyy in the Constitutional Court. After that, from September 12, 2022 to December 7, 2023, he was the president’s representative in the Verkhovna Rada.
Marital Status
Married. He has two sons:
- Fedora, born in 1992;
- Andrew, 2004.
